OF TELEPHONE CONFERENCE CONDUCTED ON SEPTEMBER 2, 2004 WITH TOWN OF WATERFORD OFFICIALS IN SUPPORT OF THE ENVIRONMENTAL REVIEW OF THE LICENSE RENEWAL APPLICATION FOR MILLSTONE POWER STATION UNITS 2 AND 3 (TAC NOS. MC1827 AND MC1828)

On September 2, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a telephone conference with officials representing the Town of Waterford, Connecticut.

Paul Eccard, First Selectman; Ruth (Rudy) Beers, Director of Finance; Tom Wagner, Director of Planning; and Robert Avena, Town Attorney provided information to Richard Emch and Jennifer Davis of the NRCs Environmental Section and Ted Doerr and Daniel Pava of Los Alamos National Laboratory, NRCs contractors, concerning the long term socioeconomic impacts on the Town of Waterford from license renewal at Millstone Power Station, Units 2 and 3 (Millstone). The Waterford officials explained the additional resources that Waterford has to maintain in the police and fire departments to fulfill its responsibilities under the Millstone emergency response and security plans. They estimated the cost of maintaining this additional support, in comparison to the police and fire department resources maintained by neighboring similar sized towns such as Stonington, to be several million dollars per year. They are also concerned that the lower taxes paid by Millstone will lead to a reduction in town services or higher taxes for town residents - making Waterford less competitive in attracting and keeping regional businesses.

Mr. Pava asked where the information about comparative levels of town police and fire department resources could be found. He was informed that the information is available on the website of the Connecticut Public Expenditure Council. Mr. Eccard agreed to send a copy of the website information to Mr. Pava.

I indicated that the tax issue is really not a license renewal issue. The tax issue was not caused by license renewal; it was caused by deregulation. By the beginning of the license renewal period in 2015, the tax rate paid by Millstone will be stabilized at some new level, and the Town will have adjusted its operating budget accordingly. However, NRC and its contractors will review the information provided and discuss the issue in the draft Supplemental Environmental Impact Statement related to license renewal for Millstone.

I also indicated that Waterfords concern about adequate resources to support Millstones emergency preparedness and security plans is a current operating plant issue that should be discussed with Dominion Connecticut Nuclear, Inc., NRC, and the Federal Emergency Management Agency. I agreed to provide Mr. Eccard with the appropriate contacts at NRC to pursue this issue. Subsequent to the telephone conference, I was informed that this issue should be discussed with Dominion Connecticut Nuclear, Inc. and the Connecticut State Department of Environmental Protection.
