NRR fire protection meeting with Shearon Harris I participated by phone in the meeting yesterday afternoon (1:00 - 4:00 p.m.) at NRC headquarters with Progress Energy to discuss status on corrective actions for the triennial fire protection inspection findings at Shearon Harris.
I thought the meeting was beneficial and various points of interest were raised. There appeared to be more benefit from having the meeting at NRR instead of having it at Rll.
For example, Shearon Harris personnel explained that they had previously interpreted Appendix R Section III.G.1 to allow local manual operator actions (e.g., to operate an MOV) instead of physically protecting cables from fire damage. Now that they understand they must meet Ill.G.2 requirements, there may be impacts in automatic detection and suppression as well as physical cable protection and operator actions.
Some of the NRR personnel had apparently not been fully aware of this previous licensee (and industry) interpretation of Appendix R and its ramifications.
NRC personnel (Mark Salley) commented on planned licensee qualification testing of mineral insulated cable to support installation at Shearon Harris for the VCT outlet MOV control power. Mark noted that the NRC does not accept the UL testing methodology, which relies solely on maintaining a light bulb lit to demonstrate that cable functionality is maintained during the test. They noted that the NRC would expect meggar testing during the test to provide better evidence of cable functionality. Shearon Harris personnel said they would revise their planned testing procedure.
