Response to Security Plan Provisions for Enhanced Owner Controlled Area Surveillance and Response (TAC Nos. MC2910 and MC291 1), dated September 21, 2004 By letter dated September 9, 2004, Indiana Michigan Power Company (I&M),

the licensee for Donald C. Cook Nuclear Plant Units 1 and 2, Facility Operating Licenses DPR-58 and DPR-74, submitted a revised Security Plan for review and approval by the Nuclear Regulatory Commission (NRC) to comply with NRC Order EA-03-086.

By letter dated September 21, 2004, the NRC notified I&M of additional Security Plan provisions which required changes to I&M's Security Plan. By facsimile and teleconference on September 23, 2004, between l&M's A. Rodriguez, H. Etheridge, and D. Burgoyne, and NRC's D. Huyck, and R. Fretz, additional changes and enhancements to I&M's Security Plan were identified.

The attachment to this letter provides I&M's response to changes identified in the September 21, 2004 letter and the September 23, 2004 facsimile and teleconference. The enclosures to this letter provide for electronic and hardcopy format of l&M's Security Plan with changes incorporated from the attachment.

NOTE: THE ATTACHMENT AND ENCLOSURES TO THIS LETTER CONTAIN "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY. UPON SEPARATION OF THE ATTACHMENT AND ENCLOSURES, THIS LETTER IS "DECONTROLLED".
