OF SEPTEMBER 2, 2004, CATEGORY 1 MEETING WITH PPL TO DISCUSS LICENSEES AMENDMENT REQUESTS DATED SEPTEMBER 16, 2003, AND DECEMBER 22, 2003 (TAC NOS. MC0837, MC1659, MC1660 AND MC4431)
On September 2, 2004, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC), and representatives of PPL and Framatome Advanced Nuclear Power (Framatome ANP) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss PPLs (1) September 16, 2003, Unit 2 mid-cycle minimum critical power ratio safety limit (MCPRSL) amendment request, (2) proposed Unit 2 Cycle 13 (U2C13) MCPRSL changes, and (3) December 22, 2003, SSES 1 and 2, Oscillation Power Range Monitoring (OPRM) amendment request. A list of attendees is provided as Attachment 1.
PPL presented information [see Agencywide Documents Access and Management System (ADAMS) accession number ML042710373] that provided an overview of their MCPRSL calculation process with respect to channel bow as a function of exposure gradients in the reactor core. PPL states that the channel bow data, using the Cartech channel performance analysis, supports the validation of their proposed MCPRSLs for two-recirculation loop and single-recirculation loop operation. PPL also provided a description of their proposed U2C13 MCPRSL amendment request that would adopt (Framatome ANP) reload licensing methodologies for anticipated operational occurrences and accidents. The transition from PPL to Framatome ANP methodologies will not impact the linear heat generation rate/average planar linear heat generation rate limits in the core operating limits report or the MCRPSL in the technical specifications. Finally, PPL presented its technical basis for changing the OPRM bypass setpoint from 60 to 65 Mlb/hr [million-pound-mass per hour]. The revised setpoint will assure the OPRM is not bypassed when instabilities in the reactor could occur.
PPL concluded that (1) results from channel bow measurements allow the proposed mid-cycle amendment for U2C12 MCPRSL to be processed, (2) the future amendment for U2C13 involves the adoption of ANF methodologies consistent with other Framatome ANF customers and revised MCPRSLs, and (3) the proposed OPRM bypass setpoint change is appropriate.
