SUMMARY

MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION, THE NUCLEAR ENERGY INSTITUTE, AND THE THREE PILOT PROGRAM LICENSE RENEWAL APPLICANTS HELD ON JUNE 3, 2004, TO DISCUSS GENERIC LICENSE RENEWAL TOPICS AND LESSONS LEARNED ON THE PILOT PROGRAM FOR THE NEW LICENSE RENEWAL APPLICATION (LRA) REVIEW PROCESS The U.S. Nuclear Regulatory Commission (NRC) staff (the staff) met with Nuclear Energy Institute (NEI) and utility representatives on June 3, 2004, to discuss the progress review on the lessons learned on the pilot program on the new LRA process. A list of meeting attendees is provided in Enclosure 1. The meeting agenda and a copy of the presentation slides used by the NRC staff is provided in Enclosure 2. Following is a summary of the discussions.

Severe Accident Mitigation Alternatives (Sama) Review for License Renewal Industry representatives at the meeting said that, in reviewing the past applicants experience, requests for additional information (RAI) were largely related to SAMA analysis, and that SAMA analyses are generally a significant part of the license renewal cost. Staff responded that applicants are still not hitting the mark in their SAMA analyses and, if applicants would provide a better quality submittal, it would substantially reduce staff review effort and thus result in fewer RAIs. Currently, the staff experience with the submittals is not satisfactory. It was decided to set up a focus group meeting to discuss this item and to learn the staff expectations.

Status of Interim Staff Guidances Staff provided a status update of the current ISGs (Enclosure 2) to the industry representatives. The staff indicated that they are planning to issue their comments on Industry Guidance 95-10, Revision 4, which is ISG-13, by August 30, 2004. The staff is also in the process of issuing two guidances (ISG-17 and ISG-20), for public comments in the form of Federal Register Notices.

Lessons Learned from the Pilot Audits This was second of such meetings. The objective was to do a preliminary review and to evaluate the lessons learned from the pilot plants that have been completed. The industry expressed satisfaction with the progress on these pilot plants. Frank Gillespie, Deputy Director, DRIP, said that the principal objective of the agency is to reduce the cost to the applicant. The efficiency of the process is demonstrated by the vastly reduced number of RAIs. However, he did not have any quantitative data to share with the industry at that time.

He assured them that the staff will make an effort in the near future to provide cost figures of a full review of an application. This data will be provided to the industry.

GALL Document Update During the meeting, the staff discussed their plans to update the license renewal guidance documents, i.e., the Generic Aging Lessons Learned Report and the Standard Review Plan for License Renewal (Enclosure 2). Jerry Dozier said that the staff plans to release preliminary draft revisions of these two documents, Phase I, by September 30, 2004, a date he stressed as having very strong management commitment. The draft will include consolidations, reformatting, correction of errors, and incorporation of approved staff positions. More complex changes will be addressed in Phase 2 of the revision process. The final Standard Review Plan and GALL Report are expected to be ready for use by early 2006.

Tentative Schedule It was decided that the next focus group meeting on Topics 2, 3, and 4 will be scheduled for August 3, 2004. It was tentatively decided that the focus group meeting on the SAMA analysis will be scheduled for early October 2004. These will be public meetings.
