CATAWBA NUCLEAR STATION, UNITS 1 AND 2, MCGUIRE NUCLEAR STATION, UNITS 1 AND 2, AND OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 - WITHDRAWAL OF REQUEST FOR APPROVAL (TAC NOS. MB7166, MB7167, MB7168, MB7169, MB7170, MB7171, AND MB7172)

Dear Mr. Barron:

By letter dated December 18, 2002, as supplemented by letters dated April 24 and October 16, 2003, you requested for NRC review and approval of Amendment 32 (later deemed to be Amendment 33) to Duke Energy Topical Report, Duke-1-A, pertaining to the Quality Assurance Program for the Catawba, McGuire, and Oconee Nuclear Stations. The proposed changes would have allowed the elimination of holdpoint inspections for routine maintenance activities by substituting an indirect monitoring process.

Subsequently, by letter dated July 29, 2004, you submitted a modified proposal that you determined to no longer be a reduction in commitment. Without the reduction in commitment, you concluded that NRC approval is not necessary for implementation. Therefore, by this letter, you withdrew your request for approval.

Because of your withdrawal, the NRC staff will terminate its review of Amendment 33 to Duke Energy Topical Report, Duke-1-A.
