Oconee Nuclear Station Docket Nos. 50-269, 270 and 287 Generic Letter 88-17, Loss of Decay Heat Removal Gentlemen:
On October 17, 1988, the NRC issued Generic Letter 88-17 which requested each licensee to respond to eight recommended expeditious actions. These actions aided in correcting deficiencies in procedures, hardware, and training relating to prevention of loss of decay heat removal. This letter is a supplement to the response that Oconee submitted January 3, 1989 to expeditious action (7).
Expeditious action (7) states:
"Implement procedures and administrative controls that reasonably assure that all hot legs are not blocked simultaneously by nozzle dams unless a vent path is provided that is large enough to prevent pressurization of the upper plenum of the Reactor Vessel (RV)."
In the response submitted January 3, 1989, Oconee stated that hot leg nozzle dams are not used. However, due to steam generator replacement on Unit 2, hot leg Foreign Material Exclusion (FME) control plugs were used. These plugs were used to prevent debris disposition inside the pipe from cutting and welding of the hot legs to the new steam generators. They also prevented personnel working inside the hot leg from falling down into piping connected to the reactor. This usage is strictly for steam generator replacement activities only, and FME control plugs will be used again during the Unit 3 EOC21 RFO scheduled for the fall of 2004.
