in addition, New London Co. had the 2nd highest such rates for the following cncers: lung-M; lung-F; melanoma-M; Melonoma-F; testis-M also, New London Co. had the 3rd highest such rates for the following cancers: oral pharynx-F (tie w/Middlesex Co.); thyroid-F; kidney-F; leukemia-F and New London Co. had the 4th highest such rates for the following cancers:stomach-F; pancreas (F); colon & rectum-M; colon-M; prostate-M; non-Hodgkins lymphoma-F; multiple myeloma-M Of 39 types of cancers, including those common to both genders, New London County was had the highest such rates for 12, 2nd highest for 6, 3rd highest for 5 and 4th highest for 7. Thus New London County had the highest, 2nd highest, 3rd highest, and 4th highest rates in 30 of the 39 cancers.

There are eight counties in Connecticut.

Because of the strong possibility of Millstone's radioactive emissions contributing to the causes of these high rates of cancers, the U.S. Nuclear Regulatory Commission, in its mission of protecting the public's health and safety, should not grant Dominion Nuclear Connecticut a license to operate Millstone Units 2 and 3 for an additional 20 years each. To do so would recklessly endanger and another entire generation in New London County and beyond.

Technical Notes This isthe third monograph on cancer incidence in Connecticut by county of residence. The two earlier monographs covered year of diagnosis 1997, and years of diagnosis 1995-98, respectively. Data reported to the Connecticut Tumor Registry for diagnoses in 1995-99 are the basis of this report on invasive (malignant) cancers diagnosed among Connecticut residents.

Incidence rates by sex and cancer site or type are shown by county. The percentage of invasive cancers diagnosed at a localized stage is also included. The technical notes listed below provide some explanation for the data presented.

1. Information on cancer registration in Connecticut, including sources of cancer reports, can be found in other monographs on this website.
2. The ?crude? incidence rate, without adjustment for the age distribution of the populations involved, are calculated as the total number of cancers diagnosed at all ages combined, divided by the total population of the state, expressed as a rate per 100,000 population.

Incidence rate = (new cancers I population) x 100,000.

(also called ?age-adjusted?) incidence rate is a weighted average of the age-specific incidence rates, where the weights are the proportions of persons in the corresponding age groups of a standard million population. This allows comparison of rates by time period and geographic area, where the age distribution of the populations compared may differ. For this monograph, rates were calculated by using data and computer programs on a compact disk issued in April 2002, by the National Cancer Institute. The 1970 U.S.

standard million population was used, which allows comparison with agestandardized rates in previous monographs on incidence rates by county.

The 1970 standard was used in reports from the National Cancer Institute?s Surveillance, Epidemiology and End Results (SEER) Program of registries until 2002. The Connecticut Tumor Registry is part of the SEER Program, and definitions of the technical terms used in this report may be found in documents (including the annual report titled ?SEER Cancer Statistics Review?) available on the SEER website (http://seer.cancer.gov or http://cancer.gov).

3. Cancer incidence rates fluctuate from year to year. Average annual incidence rates are shown in this monograph. Standard errors of these age-adjusted rates were calculated as a measure of the statistical or sampling variability of the rate (http:J/seer.cancer.gov). Data are not shown if the standard error (SE) of the rate was 20% or more of the rate. That is, if the quantity:

[(SE of rate/rate) times 100]

is 20% or greater, data are not shown. Data for males and females were sometimes combined (?T? for total), and data for several counties were combined, to obtain more reliable rates for certain sites/types of cancer. SEs were used to construct 95% confidence limits for the average-annual age-adjusted rates. If two rates have confidence limits that do not overlap, the probability that the difference in the rates is due to chance alone is less than 5%, but chance may still be involved as well as inaccuracies in the population estimates.

4. Official U.S. Census Bureau projections of the Connecticut population (by age and sex) made after the 1990 census, but before the 2000 census, were available at the time the work was done for this monograph. The populations projections used in this monograph were also used in reports from the National Cancer Institute?s SEER Program for many years.

Population estimation is a complex and difficult task, and estimates are revised periodically by the Census Bureau. Future monographs from the registry will use revised estimates. Revised population estimates will result in greater changes in estimated incidence rates for some counties than others, so that the reader is advised to examine future monographs for revised cancer rates by county.

5. Denominators for data on proportion of invasive cancers diagnosed at the localized stage included stage unknown. The proportion of unknown stage is small proportion for most sites (for example, 2% for breast),

as shown in other registry monographs.

6. This monograph includes only invasive (?malignant?) cancers, as also reported in SEER monographs (http://seer.cancer.gov). Bladder cancers reported as ?in situ? (that is, not penetrating deeper layers of tissue, and therefore unlikely to spread) are routinely re-coded to invasive for all reports from the SEER Program, due to difficulties in distinguishing ?in situ? from invasive bladder cancers.
7. Lymphomas were subdivided into nodal (i.e., involving lymph nodes) and

These groups are defined by site codes in the coding system used by the registry, which was the ?Intemational Classification of Diseases for Oncology, Version 2? (or ?ICD-0-2?).
