Oyster Creek - Draft RAI, Proposed Amendment on Core Spray System (TAC MC1651)

We are reviewing your 12/23/03 application under the above TAC number. Our reviewers Brad Grimmel and George Thomas asked me to convey to you the following draft questions. Please call me to set up a conference call to discuss these:

(1) Page 1 of enclosure: Clarification is needed for the following statement: "two redundant core spray systems" are operable in the reduced availability mode as is permitted by the existing specification. There is only one core spray system with two subsystems, or two loops.

In some places, "loops" is used, while at other places, "systems" is used.

(2) Page 2 of enclosure: "The system is required to deliver flow from one main pump and one booster pump from one loop, plus one main pump from the other loop under the worst case LOCA conditions." Can the main pump deliver without the booster pump?

(3) Page 3 of enclosure: "Statements are added concerning two or more inoperable components in the Core Spray System to clarify the requirement. "Two or more" can be three or more. Please clarify.

(4) Page 3 of enclosure: "Conservatively, if two or more non-redundant active loop components are inoperable involving both loops, operation is limited to 7 days." What are the non-redundant active loop components?

(5) The proposed Table 3.4.1 appears confusing and cumbersome. Any reason why AmerGen does not use the format used in the Standard Technical Specifications with three columns (i.e., Condition, Required Action, and Completion Time)?

(6) In Table 3.4.1, is there any reason why the terms "pump" or "booster pump" not used to be more clear?

(7) TS 3.4 is for ECCS Systems. However, other systems such as diesel generators, fire protection systems, etc., are included. Requirements for these other systems are typically included in their own sections (i.e., not under ECCS). System operability can be defined in the front portions of the TS without including the support systems. Is there any reason why TS 3.4 is not constructed in this manner?

(8) On page 3.4-3, the statement "in the event of inoperable active loop components" implies more than one pump. Please clarify.

(9) On page 3.4-5, B.2, " ....period not to exceed 3 days----". What is the basis?

(10) On page 3.5-2, 1.(e), "At least two redundant core spray systems including core spray pumps and system components must remain operable as defined in d. above." But (d) refers to only one. Please clarify.

(11) In Table 3.4.1, the statement "maintenance or modifications of core spray systems, their power supplies, or water supplies while work is in progress having the potential to lower reactor water level below 48" TAF" was placed into the condition section of TS 3.4.A.8. This statement was originally contained in TS 3.4.A.7. Why was this statement not placed in the condition section with TS 3.4.A.7?
