In accordance with Section 5.4.1 of Appendix B, "Environmental Protection Plan," of the WBN Operating License, provided in the enclosure is the 2003 ANEOR for WBN. This report addresses the period from February 7, 2003, through February 6, 2004.

WATTS BAR NUCLEAR PLANT ANNUAL NON-RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT I.
INTRODUCTION The Watts Bar Nuclear Plant Annual Non-Radiological Environmental Operating Report for the period of February 7, 2003 through February 6, 2004, is prepared in accordance with Appendix B to facility operating license NPF-90, Environmental Protection Plan (EPP), Section 5.4.1. EPP Section 4.2 requires no non-routine reports at this time. This report includes a summary of:

Reports previously submitted as specified in the Watts Bar Nuclear Plant National Pollutant Discharge Elimination System (NPDES) Permit No. TNO020168.

All special reports submitted per EPP Section 4.1.
All EPP noncompliances and the corrective actions taken to remedy them.
Changes made to applicable state and federal permits and certifications.
Changes in station design that could involve a significant environmental impact or change the findings of the Final Environmental Statement (FES).
Nonroutine reports submitted per EPP Section 4.2.
Changes in approved EPP.
II.
REPORTS PREVIOUSLY SUBMITTED AS SPECIFIED IN THE WATTS BAR NUCLEAR PLANT (WBN) NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT The following reports were submitted as specified in the WBN National Pollutant Discharge Elimination System (NPDES) Permit No. TN0020168: and the Tennessee Stormwater Multi-Sector General Permit number TNRO51343:

The annual sampling and analysis required by the Tennessee Multi-sector Stormwater Permit TNRO51343 for storm water was performed and the annual report submitted prior to the March 31, 2003 deadline.
Discharge Monitoring Reports (DMR) were completed and submitted monthly to the Tennessee Department of Environment and Conservation (TDEC), as required by the NPDES permit.

SPECIAL BIOLOGICAL MONITORING REPORTS FOR EPP SECTION 4.1 A.
EPP Section 4.1.1 Aquatic Monitoring Routine semi-annual chronic toxicity tests were conducted on plant effluents and the appropriate reports were submitted in June and December of 2003, as required by the NPDES permit.
An annual report on the "Biological Monitoring of the Tennessee River near the Watts Bar Nuclear Plant 2002" was submitted to TDEC in June indicating no adverse impact to aquatic life was due to WBN operation.

EPP Section 4.1.2, Maintenance of Transmission Line Corridors Listed below are the 500 kV transmission lines associated with Watts Bar Nuclear Plant and information regarding the maintenance that was performed on each line:

IV.
ENVIRONMENTAL PROTECTION PLAN NONCOMPLIANCES February, 2003 - The sewage treatment plant (STP) experienced an upset due to flooding conditions that did not wash out the aeration treatment plants. Flood waters did back up into the effluent weir box and exceeded the limits of the Total Suspended Solids discharge parameter. This was believed to be an isolated event due to heavy rains. Nevertheless, large debris was cleared from the low lying area downstream of the STP to facilitate drainage. Appropriate notifications were filed with TDEC.
April-May, 2003 - The construction runoff holding pond which receives effluent from the STP discharge and storm water runoff failed the initial toxicity test for larval fathead minnows (Pimephales promeleas). Naturally occurring pathogens were identified as the cause of the test failure and a successful retest of the pond was performed within two weeks of the failure. Appropriate notifications were filed with TDEC.

ENVIRONMENTAL PROTECTION PLAN NONCOMPLIANCES (continued)
June, 2003 - A second STP upset occurred due to flooding. More than 30% of the Mixed Liquor Suspended Solids were lost resulting in a wash out. The area downstream of the STP was cleared of all debris remotely capable of interfering with drainage. In addition, the ditch line west of the STP was widened and deepened. Appropriate notifications were filed with TDEC.
September, 2003 - A third STP upset occurred due to a plugged gravity drain line.
This resulted in 10,000 gallons of sewer water being discharged to the ground.
The material blocking the drain was removed with a vacuum truck and the standing sewer water was disinfected with lime. Down stream samples were collected and analyzed for impact to the Construction Runoff Holding pond and were found to have no adverse impact. The line was inspected for root or other obstructions and none were found. Appropriate notifications were filed with TDEC.
V.
CHANGES MADE TO APPLICABLE STATE AND FEDERAL PERMITS AND CERTIFICATIONS A.
NPDES Permits NPDES Permit TN0020168 expired on September 28, 2001. An application to renew the permit was submitted in April 2001 and based on this reapplication, WBN continues to operate under Permit TNO020168.
B.
Air Permits WBN is currently operating under the Air Permit No. 448529. No changes have been made.

CHANGES IN FACILITY DESIGN OR OPERATION In accordance with EPP Section 3.1, facility design and operational changes were reviewed for potential effect on the environment as described below. A review of facility design and operational changes proposed from February 7, 2003 through February 6, 2004, was performed. Projects considered as having potential impact on the environment included: those that could have caused waste stream generation/alteration; or that required the acquisition/modification of permits; or involved the use of hazardous material; or required physical construction. The review, performed in accordance with the guidelines of the Tennessee Valley Authority's National Environmental Policy Act (NEPA) Program, documented that design and operational changes did not involve an unreviewed environmental question. The following criteria were used to identify those projects with a potential for environmental effects:

Waste stream generation/alteration (Air, Hazardous Waste, Solid Waste, PCB's, Asbestos, Wastewater)
(2)
Permit Acquisition/Modification
[NPDES, Air, Inert Landfill, Other (316a, 404, etc.)]
(3)
Hazardous Materials (Hazardous Materials that are environmentally unfriendly and are likely to generate a Resource Conservation and Recovery Act (RCRA) hazardous or Toxic Substances Control Act (TSCA) waste)
(4)
Physical Construction Involved (Erosion/Sedimentation Effects, Transportation Effects, Noise Effects, Groundwater Effects, Surface Water Effects, Floodplain Effects, Wetland Effects, Prime Farmland Effects, Unique Natural Features Effects, Aquatic Ecology Effects, Terrestrial Ecology Effects, Protected Species Effects, Sensitive Habitat Effects, Visual Effects, Historical, Cultural and Archeological Effects, Changes in Site Land Use, and Controversy)

Design and Operational Changes Most of the design and operational changes conducted during this period did not meet the environmental impact criteria.
There were twenty-six facility design and operational changes made during this report period with a potential impact on the environment. Categorical Exclusion Checklists (CECs) were completed and all changes were found to be within the scope of existing environmental permits and in compliance with NEPA regulations.
Those CECs written to document the changes reviewed are as follows:
(1) 2147 - GENERIC WBN for routine activities and maintenance.
(2) 6102 - Steam Generator Replacement core boring samples.
(3) 5805 - Watts Bar Hydro plant repairs impacting WBN. Phase V Restoration.
(4) 5369 - Groundwater and soil sampling by the Unit 1 Refueling Water Storage Tank.
(5) 5335 - Exploratory excavation to find abandoned crane foundation.
(6) 5170 - Soil sampling for radwaste line.
(7) 4931 - Revise ultimate heat sink (UHS) limits.
(8) 4883 - Groundwater monitoring wells (Part III).
(9) 4777 - Increase boron concentration.
(10) 4757 - Main Control Room and Electrical Board Room chiller condenser refrigerant pressure gauges.
(11) 4573 - Deletion of auto out relay in rod control.
(12) 4433 - Main steam line break accident leakage rate.
(13) 4348 - Technical Specification (TS) Change 03-03, Slave Relay Testing.
(14) 4275 - Restore drainage line north of Hut 24 to reduce STP flooding.
(15) 4004 - Essential Raw Cooling Water missile shield.
(16) 3964 - Records storage vault heating, ventilation, and air conditioning.
(17) 3725 - Temporary in stream temperature monitors for UHS modeling.

All other facility design and operational changes made during this report period with a potential impact on the environment were found to be within the scope of existing environmental permits and in compliance with regulations.
In summary, there have been no facility designs or operational changes from February 7, 2003 to February 6, 2004, which have resulted in an unreviewed environmental question.

NONROUTINE REPORTS No nonroutine reports for EPP Section 4.2 were issued during this reporting period.
VIII. CHANGES IN APPROVED ENVIRONMENTAL PROTECTION PLAN SPECIFICATIONS No changes were made to Appendix B, EPP, of the WBN operating license during the reporting period.
