Ginna Nuclear Power Plant Supplemental Information to Support the Application for Order and Conforming Administrative Amendments for License Transfer On December 16, 2003, Constellation Generation Group, LLC ("CGG") and Rochester Gas and Electric Corporation ("RG&E") submitted an application to the Nuclear Regulatory Commission ("NRC") for an order consenting to the transfer of Operating License No. DPR-18 for the R. E. Ginna Nuclear Power Plant ("Ginna Station"). The purpose of this supplement is to provide an update on two points that are discussed in the application.

Section III.G.1 of the application described the power purchase agreement ("PPA")

between RG&E and Constellation Power Source, Inc. ("CPS")' to sell 90 percent of the output from Ginna Station to RG&E. That section of.the application also stated that a back-to-back contract will be executed between CPS and the CGG licensee, R.E. Ginna Nuclear Power Plant, LLC ("Ginna LLC") to provide revenue to Ginna LLC from the sale 1CPS is the merchant subsidiary of Constellation Energy Group, Inc. that markets energy and ancillary services.

Subsequent to the submittal of the application to the NRC, CGG and CPS have determined that an assignment of the PPA from CPS directly to Ginna LLC is more efficient than a separate back-to-back contract and accomplishes the same result. Under the assignment, CPS retains its obligations for performance under the terms of the PPA.

Section III.F of the application described the reporting relationship of Ginna Station's on-site nuclear organization to CGG's President and Chief Nuclear Officer, Mr.

Michael J. Wallace. As previously communicated to the NRC, Mr. John M. Heffley has joined CGG as a Senior Vice President and the new Chief Nuclear Officer reporting to Mr.

Wallace. Mr. Heffley joins CGG from the Institute of Nuclear Power Operations

("INPO") where he was a Vice President responsible for providing improvement specialists to the U.S. nuclear fleet to increase safety and reliability. Mr. Heffley brings with him extensive leadership experience in nuclear plant operations, with executive experience at Exelon, Progress Energy, and First Energy. As the dedicated Chief Nuclear Officer, Mr. Heffley will be responsible for the oversight of CGG's nuclear fleet of plants,

-which includes Calvert Cliffs, Nine Mile Point, and the pending acquisition of Ginna Station. The Site Vice President at each of these three sites will report directly to Mr.

Heffley.
