SUMMARY

Ladies and Gentlemen:

Progress Energy (PE) would like to thank the Nuclear Regulatory Commission (NRC) for the opportunity to discuss our ongoing Fire Protection efforts in our meeting of January 7, 2004. We appreciate the recognition of our proactive work in your summary memorandum of February 3, 2004. We are continuing to drive ahead with those efforts. We wish, however, to clarify a point.

Your summary memorandum states that we intend to wait for final resolution before addressing items in "Bins" 2 and 3. As a clarification we would like to point out that we are proceeding with ouour anali d6ysisibtertourinterpretation taa. iTh isummary al sownoteswehatiw'e'were asked-how we were documenting our analysis and if we would be able to address additional cables for more than two failures if it were to be necessary in the future. We said that our documentation will accommodate this, but we also noted that we have applied interpretations to the lower significance items (Bins 2 and 3) as shown in our handouts. We understand our interpretations to be "at risk,"

but we expressed our hope that these open items would close soon.
