FORT CALHOUN STATION, UNIT NO. 1 - REQUEST FOR ADDITIONAL INFORMATION ON LICENSE AMENDMENT REQUEST RELATED TO STAGGERED INTEGRATED ENGINEERED SAFETY FEATURES TESTING (TAC NO. MC0195)

Dear Mr. Ridenoure:

By letter dated July 25, 2003, Omaha Public Power District (OPPD) submitted an application for amendment to Facility Operating License No. DPR-40 for the Fort Calhoun Station, Unit No. 1 (FCS). The license amendment request proposes changes to Technical Specification (TS)

Section 3.0.2, Table 3-2, Table 3-5, TS 3.6, TS 3.7, TS 3.8 and the Definitions section for the integrated engineering safety features (ESF) and loss-of-offsite power (LOOP) testing intervals.

OPPD has stated that the changes are based on WCAP-15830-P, "Staggered Integrated ESF Testing" and Technical Specification Task Force (TSTF) 450.

The staff has completed its preliminary review of this submittal and has determined it needs additional information to complete the review. Our request for additional information is enclosed. This request was discussed with Richard Jaworski of your staff and it was agreed that a response would be provided within 30 days of receipt of this letter.

The license amendment request (LAR) proposes changes to Technical Specification (TS) Section 3.0.2, Table 3-2, Table 3-5, TS 3.6, TS 3.7, TS 3.8 and the Definitions section for the integrated engineering safety features (ESF) and loss of offsite power (LOOP) testing intervals. OPPD has stated that the changes are based on WCAP-15830-P, "Staggered Integrated ESF Testing" and Technical Specification Task Force (TSTF) 450. The staff has completed its preliminary review of this submittal and has determined that the following additional information is needed to complete the review. The staffs review of OPPDs request will be completed shortly after the generic approval of the WCAP-15830-P. The staff believes the questions below are plant-specific, but they may have generic implications.

1 The proposed change will change the interval for the integrated ESF and LOOP testing from each refueling outage for all trains to staggered refueling outages such that only one train will receive an Integrated ESF and LOOP test each refueling outage. FCS has three trains. This will result in a change of testing each train from 18 months to 36 months.

a.

Confirm that all active contacts in the ESF and LOOP logic circuits will be tested no less than their present interval.

b.

If there are any active components that are only tested as a result of the integrated testing, describe those components and justify that the extended testing time will not degrade those components such as, but not limited to, degradation of the normally-open contacts from external effects such as contact oxidation.

2 The LAR proposes to include the main steam isolation valves (MSIV) in the staggered frequency basis by revising Section 3.8, "Main Steam Isolation Valves". Please confirm that both MSIVs will receive a full closure test each refueling outage in accordance with Section 3.8 and it is OPPDs intent to only stagger the testing of each train actuation signal.
