Fort Calhoun Station Unit No. 1, Withdrawal of License Amendment Request on Staggered Integrated Engineered Safety Features Testing In Reference 2, the Omaha Public Power District (OPPD) submitted a License Amendment Request that would have modified the current refueling surveillance interval requirement to a Staggered Test Basis for Engineered Safety Features (ESF) testing. Using a Staggered Test Basis, only one ESF train would be tested each refueling outage. This License Amendment Request was modeled after the Improved Standard Technical Specifications (ISTS) and was based on a Westinghouse Electric Company topical report WCAP-15830-P, "Staggered Integrated ESF Testing," and Technical Specification Task Force (TSTF) 450.

The NRC staff has raised issues during the concurrent review of topical report WCAP-15830-P that have extended the review period and may require changes to that report and to associated plant-specific licensing actions. Accordingly, OPPD hereby withdraws the Reference 2 License Amendment Request. OPPD plans to re-submit a similar License Amendment Request after NRC approval of WCAP-15830-P.
