Dear Mr. Donatella:

I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC) and the First Energy Nuclear Operating Company (FENOC) in which the NRC staff will discuss with FENOC our annual assessment of the safety performance of Beaver Valley Units 1 and 2.

The meeting will be held at 1:00 p.m. on Thursday, March 25, 2004, at the Beaver Valley Emergency Response Facility located on the western edge of the Beaver Valley Stations parking area. At the meeting we will briefly discuss our Reactor Oversight Process and then discuss with FENOC our assessment of their safety performance of Beaver Valley and their response to our assessment. The meeting is open to the public for observation. Following the presentation, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of Beaver Valley and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of Beaver Valley Units 1 and 2 in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2003 through December 31, 2003. We described our assessment results in a letter to FENOC on March 2, 2004. A copy of that letter is enclosed. The NRCs meeting notice, meeting agenda, and assessment letter can be found in the meeting package, which has been entered into ADAMS, the NRC records system (Accession Number ML040640310).
