BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 3 - AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) SECTION XI, INSERVICE INSPECTION (ISI) PROGRAM - REQUEST TO USE SUBSEQUENT EDITION AND ADDENDA OF ASME SECTION XI CODE FOR SUBARTICLE IWA-2430, INSPECTION INTERVALS Subject to NRC approval, 10 CFR 50.55a(g)(4)(iv) permits the use of portions of subsequent editions and addenda of ASME Section XI Codes, which have been incorporated by reference in paragraph (b) of that section, for inservice examination of components and system pressure tests. In accordance with the provisions of 10 CFR 50.55a(g)(4)(iv), TVA is adopting the requirements for inservice inspection intervals specified in the 1995 Edition, 1996 Addenda of the ASME Section XI Code, subarticle IWA-2430.

The ASME Section XI Code of record for the BFN Unit 3 second ten-year inservice inspection interval is the 1989 Edition, no addenda. Subarticle IWA-2430 of the Code describes the inservice inspection interval inspection schedule and provides options for extending or decreasing the inspection interval for up to one year. The 1995 Edition, 1996 Addenda of the Code, Subarticle IWA-2430 provides greater flexibility in extending and even overlapping inservice inspection intervals.

U.S. Nuclear Regulatory Commission Page 2 February 20, 2004 Consequently, TVA is requesting to adopt Subarticle IWA-2430 (in its entirety), and all related requirements, of the 1995 Edition, 1996 Addenda of the ASME Section XI Code, for the remainder of the BFN Unit 3 second ten-year inservice inspection interval (November 19, 1996 to November 18, 2005).

TVA requests approval of this request by March 1, 2004, to support the BFN Unit 3 Spring 2004 refueling outage.

As a result of this request, TVA is withdrawing BFN Unit 3 request for relief 3-ISI-23, submitted by TVA letter dated February 6, 2004.
