SUMMARY
OF OCTOBER 2, 2003, MEETING REGARDING THE EMERGENCY CORE COOLING SUBSYSTEMS FOR BROWNS FERRY PLANT, UNITS 1, 2, AND 3 (TAC NOS. MB8423, MB8424 AND MB8425)
Background
On October 2, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVAs or the licensees) representatives at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was to discuss TVAs license amendment request dated April 11, 2003 (ADAMS Accession No. ML031050093). The request was to revise the number of emergency core cooling (ECC) subsystems required in response to a loss-of-coolant accident (LOCA). The meeting was classified as a Category 1 meeting. However, no members of the public were in attendance. Attachment 1 is a list of attendees, and, which contains TVAs agenda for the meeting, is a copy of TVAs handout distributed at the beginning of the meeting.
Discussion Browns Ferry Nuclear Plants (BFNs) current ECC system logic is adequate to support operation of Units 2 and 3. However, the planned restart of BFN Unit 1 will require modifications to eliminate the potential for overloading the Units 1 and 2 shutdown board or diesel generators. The modifications will reduce the number of ECC subsystems that are actually available in response to certain design basis LOCAs coupled with loss-of-offsite power scenarios and a spurious accident signal from the non-LOCA unit. The licensee has concluded that the most limiting single failure is the loss of a battery. The reduction will result in a change to the Updated Safety Analysis Report for the recirculation line suction and discharge breaks for a spurious accident signal.
TVA representatives stated that in 1996 they implemented the General Electric Companys SAFER/GESTR-LOCA methodology, which resulted in more realistic peak-cladding temperatures and less equipment needed than what is actually available. In addition, they stated that the proposed revision of ECC subsystems that are available for various LOCA scenarios conforms to Title 10, Code of Federal Regulations, Section 50.46, and Appendix K.
In conclusion, TVA representatives summarized their analysis, discussed the Technical Specification changes that are needed, and stated that the modified logic will ensure that ECC system requirements are met with or without loss-of-offsite power.
Conclusion The NRC staff did not make any regulatory decisions during the meeting, and will review TVAs submittal in a timely manner.
