REQUEST FOR ADDITIONAL INFORMATION (RAI) - RE: BEAVER VALLEY POWER STATION, UNIT 1 (BVPS-1), LICENSE AMENDMENT REQUEST (LAR) - STEAM GENERATOR TUBE INSPECTION CLARIFICATIONS (TAC NO. MB9748)

Dear Mr. Pearce:

By letter dated June 24, 2003, (Agency Document Access and Management System (ADAMS) accession number ML031820360) FirstEnergy Nuclear Operating Company, (FENOC), the licensee for BVPS-1, submitted LAR No. 311, Steam Generator Tube Inspection Clarifications. The Nuclear Regulatory Commission (NRC) staff has reviewed the FENOC letter and has determined that insufficient information has been provided in order for the NRC staff to complete a review. For example, the amendment does not provide sufficient basis for requesting a permanent amendment (although the NRC staff understands that the licensee may be replacing steam generators in the near future which would limit the amendments duration). In general, the BVPS-1 amendment request did not address two main areas:



LAR No. 311 indicates that WCAP-14797, Revision 1, had been previously approved by the NRC for Diablo Canyon, Units 1 and 2. More precisely, the NRC approved, on a limited-cycle basis, the Diablo Canyon amendment request based on the information contained in the WCAP, along with additional information provided by the licensee in response to multiple RAIs. The following documents pertain to the Diablo Canyon amendment:

More recently, the NRC staff has issued RAIs to the licensees for Callaway (ML030350719), Palo Verde (ML022980486), and St. Lucie (ML031270287) concerning amendment requests to limit inspections within the tubesheet region. These amendments requests, though different from the BVPS-1 amendment request, reference a similar methodology as a technical basis for approval and some of the RAIs associated with these requests are applicable to BVPS-1. For instance, a review of the Callaway RAI suggests question nos. 17, 31, 36, 37, 42, 49, 52, 57, 61, 62, 65-69, and 72 are potentially applicable. Additionally, a review of the St. Lucie RAI suggests question nos. 4,6, 17, and 26 may be applicable to BVPS-1. The NRC staff did not perform a similar review of the Palo Verde RAI.

The NRC staff is available to support either a public meeting or phone call to ensure that the licensee understands the NRC staffs expectations.
