Dear Mr. West:

This letter is in response to your letter dated June 27, 2003 regarding the preliminary screening of a proposed eligibility waiver for a prospective Senior Reactor Operator (SRO) Applicant. In your letter you requested a waiver for experience obtained in military equivalent positions and engineering positions to meet SRO eligibility requirements.

We have completed our review of your request and determined that the applicant has sufficient academic equivalence and experience to take the SRO examination and upon successful completion be issued an SRO license. Our review was based on ACAD 00-003, Guidelines for Initial Training and Qualification of Licensed Operators, which defines the eligibility requirements for Peach Bottom. This review determined that the applicant did not meet the specific requirements in the ACAD Figure 2-2, Licensed Reactor Operator or Military Equivalent, or Figure 2-3, Degreed Plant Staff Engineer. The applicant did not have sufficient time as an EOOW or was not involved in daily activities in an engineering position at Peach Bottom. However, the applicant does have a BS and MS in engineering and based on our review, the applicant does have sufficient academic equivalence and staff engineer experience at another nuclear facility. Therefore, in this particular instance, the applicant does not meet the specific eligibility criteria of either Figure 2-2 or Figure 2-3, but based on the applicants operational and engineering experience combined, meets the prerequisite knowledge for an SRO license and will be allowed to take the SRO examination.
