ASSESSMENT FOLLOW-UP LETTER - NINE MILE POINT NUCLEAR STATION, UNIT 1
Dear Mr. Conway:
On May 27, 2003, the NRC staff completed a performance review of Nine Mile Point Nuclear Station, Unit 1. This assessment evaluated Nine Mile Point Unit 1 performance indicators (PIs) for the first quarter of 2003 and assessed recent inspection results. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility.
On May 23, 2003, the NRC issued a final significance determination for a low to moderate safety significance (White) inspection finding in the mitigating systems cornerstone. The finding involved inadequate corrective actions taken to address significantly degraded piping in the reactor building closed cooling water system.
As a result, we have assessed Nine Mile Point Unit 1 performance to be in the Regulatory Response column of the NRCs Action Matrix beginning with the first quarter of 2003.
Therefore, we plan to conduct a supplemental inspection 95001 during the week of September 8, 2003. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of the risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
The white finding will be closed following the fourth quarter of 2003, provided that the 95001 inspection finds that appropriate actions have been taken to resolve this issue.
In accordance with 10 CFR 2.790 of the NRCs Rules and Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS).
