SUMMARY

OF MAY 1, 2003, MEETING TO DISCUSS LOW PRESSURE INJECTION CROSS-CONNECT MODIFICATION On May 1, 2003, the Nuclear Regulatory Commission (NRC) met with Duke Energy Company (the licensee) to discuss the licensees March 20, 2003, amendment request that proposes to add a cross connect to the low pressure injection (LPI) system. A list of the attendees is attached. The March 20, 2003, amendment request and the handouts provided by the licensee are accessible electronically from the Agencywide Documents Access and Management System (ADAMS) Public Electronic Reading on the internet at the NRC Web site, http://www.nrc.gov/reading-rm/adams/html. The accession number for the March 20, 2003, amendment request is ML030870303 and the accession number for the licensees handouts is ML031250106.

The proposed LPI cross-connect modification would reduce the number of time-critical operator actions outside the control room that are currently required to mitigate certain single failures during a postulated core flood line break. The licensees proposal uses leak-before-break technology to exclude of the dynamic effects of postulated pipe rupture for certains portions of piping.

As a result of concerns raised by the NRC staff during the meeting, the licensee agreed to supply the following information:

1. The supporting analyses that were performed to (a) ensure that there is sufficient emergency core core system flow and pump net positive suction head during the most limiting events, and (b) ensure that there is sufficient decay heat removal flow during the unit shutdown.
2. The size of the leak that could be detected by the radioactivity monitors.
3. The basis for using the proposed J-R curves in the tearing instability analysis. This request will be included in a request for additional information that will be provided to the licensee in the near future.
4. Some examples of precedents where the NRC approved applications that used the licensees interpretation of footnote 3 to Branch Technical Position MEB 3-1 with respect to terminal ends.

The licensee requested that the NRC complete its review in time to support installation of the LPI modification during the Fall 2003 refueling outage of Unit 1. The NRC staff stated it will try to support the licensees schedule.
