SUMMARY

OF JANUARY 22, 2003, MEETING TO DISCUSS PROPOSED EXTENSION OF CORE OPERATING RANGE, MELLLA+ (TAC NOS. MB6692 AND MB6693)

On January 22, 2003, the U. S. Nuclear Regulatory Commission (NRC) met with Carolina Power & Light Company (the licensee, a Progress Energy Company) and General Electric to discuss the licensees November 12, 2002, amendment request that proposed a core operating range extension, known as MELLLA+ (Maximum Extended Load Line Limit Analysis Plus), for Brunswick, Units 1 and 2. A list of the attendees is enclosed. The November 12, 2002, amendment request and the handouts provided by the licensee during the meeting are accessible electronically from the Agencywide Documents Access and Management System (ADAMS) Public Electronic Reading Room on the internet at the NRC Web site, http://www.nrc.gov/reading-rm/adams/html. The accession number for the November 12, 2002, amendment request is ML023240227, and the accession number for the meeting handouts is ML030230702.

The licensee stated that two Licensing Topical Reports, NEDC-33006P and NEDC-33075P, are currently being reviewed by the NRC and that approval of these two reports is needed to support approval of the Brunswick November 12, 2002, amendment request. The licensee presented a milestone schedule (Slide 19 of ML030230702), and the NRC stated that the proposed schedule appeared to be reasonable. However, the NRC said that it might not be able to issue the amendment by the proposed date of October 2003, but that the NRC would, by that date, probably be able to provide to the licensee an indication of whether the MELLLA+

concept is, or is not, acceptable. The NRC stated that it would conduct an audit of the Brunswick MELLLA+ analyses, probably sometime in April or May of 2003. The NRC stated that it would contact the Advisory Committee on Reactor Safeguards (ACRS) to see if the ACRS is interested in reviewing the amendment. The NRC and the licensee agreed to have weekly calls to discuss the status of the review of the proposed amendment.
