SUBJECT:
SUMMARY
OF ENVIRONMENTAL SITE AUDIT TO SUPPORT REVIEW OF LICENSE RENEWAL APPLICATION OF H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 An environmental review team consisting of the Nuclear Regulatory Commission (NRC) staff and contractors from Pacific Northwest National Laboratory (PNNL), Argonne National Laboratory (ANL), and Los Alamos National Laboratory (LANL) participated in an environmental site audit at H. B. Robinson Steam Electric Plant, Unit 2 (Robinson) from September 24 - 26, 2002, to support the review of the Robinson license renewal application. The primary goal of the site visit was to review documentation; gather information, to ensure that environmental requirements of license renewal as codified in 10 CFR Part 51 are met; and to interface with officials in Federal, State, and local government permitting and resource agencies to obtain related information. Enclosure 1 is the list of participants. Enclosure 2 contains several documents provided to the staff by the Carolina Power & Light Company (CP&L) to assist the staff in its review of the Robinson environmental report.
The entire team participated in a tour of the Robinson site and meetings with CP&L staff on Tuesday, September 24, 2002. The site tour focused on areas relevant to the environmental review, including the meteorological tower, the discharge canal, and the area around Lake Robinson. During the remainder of the site audit, review team members met in smaller groups with CP&L representatives of corresponding environmental disciplines. These groups participated in various activities, including tours of the cooling water intake and transmission line corridors. Environmental review team members discussed the methodology for identification of new and significant information, items identified as possible issues in NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants," and other supporting documentation provided by CP&L. No significant new information was identified.
In addition, during the site audit, review team members met offsite with staff representing Federal, State, and local government agencies and various local service agencies, including the South Carolina Historic Preservation Office, Florence County Economic Development Partnership, and Darlington County Planning Department.
At the conclusion of the site visit, the NRC project manager and the contractor team leader participated in a wrap-up meeting with CP&L representatives. The staff indicated that the review was ongoing, and that any additional information necessary to support the review would be formally requested as a request for additional information.
