Our review of your Change Requests 292 and 298 is ongoing. We need to discuss with you the following issues. Can we have a telecon next week with our reviewer, Zena Abdullahi?

This e-mail does not state an NRC staff position, and does not formally request information. The disposition of the issues will be discussed in the telecon.

Both proposed amendments refer to SRM channels as opposed to SRMs or SRM detectors. In some cases, you changed the term "SRMs" to "SRM channels or SRM channel detectors."

Is there a specific reason for this? If there is one detector per SRM channel, why use the term "channel" instead of SRM? How many SRM system channels are available? How many channels can be bypassed per time?

Change Request 292 The second paragraph of page 2 of 4 states that when fuel is shuffled in the core, two locations are involved in the core alteration. In this case, how many SRMs need to be operable in order to meet the requirement - one SRM in the quadrant, where core alterations are being performed and one SRM in the adjacent quadrant? Can you explain why the TS requires a minimum of two SRMs to be operable during core alteration - at least for fuel shuffling?

TS Change 298 Explain why the proposed change is necessary. Are the refueling interlocks unreliable and become inoperable often? What are the reliability records of the refueling equipment interlocks.

The staff is concerned that the proposed alternative would be used to intentionally declare the interlocks inoperable. How about some specific statements in the Bases that would explicitly state the purpose of the alternative method. State that the first SR will be performed before starting the fuel movement. Specify any other procedures that require the SR to be performed before performing core alteration.
