Vice President, Oconee Site Duke Energy Corporation 7800 Rochester Highway Seneca, SC 29672
SUBJECT:
OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 RE: ELECTRIC POWER RESEARCH INSTITUTE (EPRI) REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2 (TAC NOS. M96840, M96841, AND 96842)
Dear Mr. McCollum:
Generic Letter (GL) 96-06, "Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions," dated September 30, 1996, requested that licensees evaluate (among other things) waterhammer and two-phase flow concerns associated with containment air cooler cooling water systems. Your remaining actions to fully address these concerns were deferred pending NRC review and approval of EPRI Report TR-113594. The purpose of this letter is to inform you that we have completed our review, and we have determined that use of EPRI Report TR-113594 for evaluating the GL 96-06 waterhammer issues is acceptable to the extent specified and within the limitations delineated in the report and the associated NRC safety evaluation report (SER).
We request that you complete your actions to address GL 96-06 and submit the information referred to in Section 3.3 of the NRC SER for EPRI Report TR-113594 by July 30, 2002.
Please contact us to make alternate arrangements if you are unable to meet this schedule. A copy of our April 3, 2002, acceptance letter to EPRI that includes the NRC SER, is accessible electronically from the Agencywide Documents Access and Management System (ADAMS)
Public Electronic Reading Room on the internet at the NRC Web site, http://www.nrc.gov/reading-rm/adams/html, under Accession Number ML020940132. Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS, should contact the NRC PDR Reference staff by telephone at 1-800-397-4209 or 301-415-4737, or by e-mail to pdr@nrc.gov.
