SUBJECT:

CRYSTAL RIVER UNIT 3 - CLARIFICATIONS TO THE SAFETY EVALUATION FOR LICENSE AMENDMENT NO. 199, ALTERNATIVE SOURCE TERM AND CONTROL ROOM EMERGENCY VENTILATION SYSTEM (TAC NO. MB0241)

Dear Mr. Young:

The U.S. Nuclear Regulatory Commission (NRC) has received your letter dated December 20, 2001, providing clarifications to the Safety Evaluation (SE) to License Amendment No. 199 for Crystal River Unit 3 (CR-3). The NRC staff has reviewed the letter and has determined the following:

Section 3.4, Hazardous Chemical Analysis Evaluation

! First Paragraph- The recommendation is essentially the same as the original wording, and no change to the SE is required

! Third Paragraph- The specified sentence had been inadvertently left in the draft SE after CR-3 provided an updated Toxic Gas Report deleting the toxic gas monitor input to the Control Complex isolation function. This is an editorial issue and this letter provides adequate documentation, and a revision to the SE is not required.

Section 3.6, Conformance to TSTF-287 evaluation

! The staff agrees with the clarification, but no change to the SE is required.

If you have any questions please give me a call at (301) 415-1437.

Sincerely,

/RA/
