Mazur (WPPSS), dated 11/19/85 Dear Mr. Stello References ( A) and (I^ are NRC letters which responded (respectively) to inquires from the Northwest Power Planning Council (NPPC) and from Washington Public Power Supply System about the viability of resuming licensing action on the Supply System's deferred plants, WNP-1 and WNP-3. Unfortunately, these letters did not address the connection between WNP-3 and the approved Combustion Engineering Standard Safety Analysis Report (CESSAR) for the System 80'" design.

Reference (C) forwarded a draf t Safety Evaluation Report (SEP.) which docur.ents the WNP-3 safety review that had been completed prior to the suspension of licensing activity. Its specific purpose was to provide a benchmark from which to commence any future licensing review. Although the draf t SER included some references to CESSAR, neither it, nor its forwarding letter, included an explanation of the WNP-3 review status vis-a-vis the CESSAR Final Design Approval (FDA).

As a result of the above-referenced correspondence, we are concerned that the NRC has not provided to the NPPC or the Supply System a clear representation of the role standardization plays in the WNP-3 safety review. Because WNP-3 references the pre-approved System 80 design described in CESSAR, the only review associated with that porton of the plant (which is identical to CESSAR) should be the review necessary to determine whether the WNP-3 design has satisfied the interface requirements specified in CESSAR.

,3 Mr. Victor-Stello, Jr. February 12, 1986 Page 2 LD-86-013 Considering the situation outlined above, we believe it is extremely important for the NPPC and the Supply System's management to have NRC confirmation that

. the. portion of the WNP-3 Nuclear Steam Supply System which conforms to the approved CESSAR design will not be further reviewed and is, therefore, not subject to the uncertainties associated with the review of a typical Final Safety Analysis Report.

The purpose of this letter is to request that you clarify that, to the extent

- the Supply System commits to CESSAR, as approved through the FDA and Amendment 1 (or subsequent FDA amendments ), the review of the' reference portion of the WNP-3 application _is closed.
