Your letter of February 12, 1986, LD 86-013, requested that the NRC clarify to the Washington Public Power Supply System (WPPSS) the role that standardization plays in the WNP-3 safety review. Although the draft safety evaluation report (DSER).of November 19, 1985 did discuss the CESSAR 80 reference, I am enclosing
.a letter to WPPSS. dated April 1, 1983, which clarifies t'1e fact that the DSER status includes the CESSAR 80 FDA approval through Amendment 6 in addition to other concerns on the.licensability of WNP-1 and WNP-3 raised by WPPSS.

NRC COMMENTS ON FUTURE LICENSABILITY OF WNP-1 AND WNP-3 Your letter of March 3, 1986, requested clarification on the effect of a further deferral of the forecasted operation of WNP-1 and WNP-3 to the late 1990's on these units. Our previous response regarding licensability of these plants for operation in the early 1990's was sent to you by letter, May 3,1985.
In and of itself, the additional forecasted delaf,si.e., late 1990's vs. early 1990's, will not be expected to have an adverse effect upon plant licensability.
As you have recognized, the effective implementation of your maintenance and preservation programs in terms of preserving structures, equipment and records is of paramount importance in maintaining the long-term potential licensability of the units.
With regard to applying new regulatory changes to deferred plants, as you are aware, the NRC staff is in the process of developing a Connission Policy State-ment to address the maintenance and reactivation requirements of deferred and cancelled plants. This statement is expected to be issued for public comment by September 1986.
In the context of the further deferral of WNP-1 and WNP-3, 4
I am not at this time aware of any future regulatory changes which would adversely impact their licensability.
Indeed, it is our objective in developing such policy to provide a greater measure of regulatory stability for deferred plants which may be reactivated.
On November 19, 1985, the NRC staff issued a draft SER (DSER) on WNP-3, which incorporated reference portions of the CESSAR 80 design into applicatile sections of the SER. We would like to take this opportunity to advise you that the status of the staff revier at the time of issuance of the DSER, did include the referenced NRC Final Design Approval (FDA) for CESSAR 80 through Amendment 6.
To the extent that the Supply System commits to CESSAR, as approved through subsequent FDA amendments, only review of interfaces will be made for revised sections of the WNP-3 application.
