On March 12,2012, the NRC Staff issued Reference 1 to all NRC power reactor licensees and holders of construction permits in active or deferred status. Enclosure 1 of Reference 1 contains specific Requested Actions, Requested Information, and

Document Control Desk Page 2 Required Responses associated with Near-Term Task Force (NTTF) Recommendation 2.1, Seismic Evaluations. Enclosure 1 of Reference 1 states that within 60 days of the date of the NRC's issuance of guidance on screening and prioritization criteria, and the implementation details of the risk assessment, each licensee is requested to submit: (1) its intention to follow the NRC-developed guidance, or (2) an alternative approach, including acceptance criteria. On February 26, 2013 an NRC Staff letter was published in the Federal Register (Reference 2) endorsing EPRI-1025287, "Seismic Evaluation Guidance: Screening, Prioritization and Implementation Details (SPID) for the Resolution of Fukushima Near-Term Task Force Recommendation 2.1: Seismic," dated November 2012 (Reference 4), with clarifications described in the Reference 2 Notice.

In accordance with Reference 2, this letter provides the required 60-day response to NTTF Recommendation 2.1, Seismic Evaluations, for the Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy (NSPM), on behalf of the Prairie Island Nuclear Generating Plant (PINGP). NSPM intends to follow the NRC endorsed Reference 4 guidance as the approach for developing the NTTF Recommendation 2.1 seismic risk evaluation and the augmented approach guidance described in Reference 3, if the reevaluated seismic hazard is not bounded by the current design basis.

Additionally, in Reference 5, NSPM indicated that once the developed guidance was issued, it would assess whether it can meet the submittal deadlines for the seismic risk evaluation and take appropriate regulatory action. As provided in Reference 5, NSPM is submitting this letter to address the submittal deadlines for the seismic risk evaluation.

NSPM will complete the following actions per the schedule provided in Attachment 2 of Reference 3.

1) Submit the information identified in Items 3.a and 3.b for base case velocity profile and the description of subsurface materials and properties in Section 4 of Reference 4.
2) Submit the remaining information described in Section 4 of Reference 4.

2 NSPM will submit the remaining information described in March 31,2014 Section 4 of EPRI Report 1025287.
