In reference 1, NMC' submitted an LAR for the Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. This LAR proposed to revise actions for one steam supply to turbine driven auxiliary feedwater pump inoperable using the Consolidated Line ltem lmprovement Process (CLIIP) for Technical Specification Task Force Traveler (TSTF) 412, Revision 3.

In a subsequent discussion with NRC staff on December 10, 2008, due to the differences in how PINGP's AFW system is configured versus the configuration assumed in TSTF-412, Revision 3, it was determined that the changes would be considered a significant deviation from the requirements stated in the TSTF and would not qualify for review under the CLIIP. Therefore, by this letter, Northern State Power Company, a Minnesota corporation (NSPM), withdraws the Reference 1 LAR dated July 11, 2008.

In accordance with 10CFR 50.91, NSPM is notifying the State of Minnesota of this request to withdraw the LAR by transmitting a copy of this letter to the designated State Official.

1 On September 22, 2008, NMC transferred its operating authority to Northern States Power Company, a Minnesota Corporation (NSPM), a wholly owned subsidiary of Xcel Energy. By letter dated September 3, 2008, NSPM assumed responsibility for actions and commitments previously submitted by NMC.
