Dear Mr. Wadley:

By letter to the U.S. Nuclear Regulatory Commission dated July 11, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081970320), you applied for an amendment to the Prairie Island Nuclear Generating Plant, Units 1 and 2, Facility Operating License Nos. DPR-42 and DPR-60. The proposed change would have established Conditions, Required Actions, and Completion Times in the Technical Specifications (TSs) for the condition where one steam supply to the turbine-driven auxiliary feedwater (AFW) pump is inoperable concurrent with an inoperable motor-driven AFW train, using the Consolidated Line Item Improvement Process for TS Task Force Traveler (TSTF) 412, Revision 3. Subsequently, by [[letter::L-PI-09-027, Withdrawal of License Amendment Request (LAR) to Revise Actions for One Steam Supply to Turbine Driven Auxiliary Feedwater (AFW) Pump Inoperable Using Consolidated Line Item Improvement Process|letter dated March 11, 2009]] (ADAMS Accession No. ML090720521), you withdrew the amendment request.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to the Facility Operating Licenses with the Office of the Federal Register for publication.

7590-01-P UNITED STATES NUCLEAR REGULATORY COMMISSION NORTHERN STATES POWER COMPANY - MINNESOTA DOCKET NOS. 50-282 AND 50-306 NOTICE OF WITHDRAWAL OF APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Commission (NRC, the Commission) has granted the request of Northern States Power Company - Minnesota (the licensee) to withdraw its July 11, 2008 application for proposed amendment to Facility Operating License Nos. DPR-42 and DPR-60 for the Prairie Island Nuclear Generating Plant, Units 1 and 2, located in Goodhue County, Minnesota.

The proposed amendment would have established Conditions, Required Actions, and Completion Times in the Technical Specifications (TSs) for the condition where one steam supply to the turbine-driven auxiliary feedwater (AFW) pump is inoperable concurrent with an inoperable motor-driven AFW train, using the Consolidated Line Item Improvement Process for TS Task Force Traveler (TSTF) 412, Revision 3.

The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the FEDERAL REGISTER on October 21, 2008 (73 FR 62568).
