Security Plan In accordance with 10 CFR 50.4 and pursuant to 10 CFR 50.54(p), the Northern States Power Company, a Minnesota corporation (NSPM), d/b/a Xcel Energy, is submitting a revised Security Plan for the MNGP. Revision 10 incorporates changes required by 10 CFR 73.55. MNGP was previously issued an exemption to 10 CFR 73.55(i)(3)(vii) and 10 CFR 73.55(i)(4)(i) by NRC letter dated February 24, 2010 (TAC No. ME2523),

which expired June 30, 2011. Revision 11 is also being submitted, as an editorial change was required.

The summary of changes for Revision 10 (implemented June 6, 2011) and Revision 11 (implemented July 22, 2011) are as follows and are outlined within Enclosure 3:

- The Security Organization Chart was deleted from the Physical Security Plan.

- Changes were made to incorporate the new Security Access Facility and expanded Protected Area, which was implemented to bring the site into compliance with the previously exempted 10 CFR 73.55 (No Single Act and Continuous Detection) requirements.

- Several minor changes suggested by the NRC during the review of the last revision have been implemented.

- A reference to an NRC document regarding ISFSI vehicle barrier system requirements was deleted and replaced with a reference to an updated NRC document that covered the same requirements, based on the NRC ISFSI inspection comments.

- A date was deleted from the top of each page of the Physical Security Plan.

THE ENCLOSURES TO THIS LETTER CONTAIN "SAFEGUARDS INFORMATION" UPON SEPARATION OF THE ENCLOSURES, THIS LETTER IS "DECONTROLLED."

The enclosures contain Safeguards Information. Pursuant to 10 CFR 2.390, NSPM requests the enclosures be withheld from public disclosure.
