Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Annual Non-Radiological Environmental Monitoring Report 1986 Section 5.4.1 of Appendix B of the Environmental Technical Specificottons (ETS) for Turkey Point Units 3 and 4 require the submittui of a Non-Radiological Environmental Monitoring Report annually. The report is due to the NRC by March 30 of the year following the reporting year.

Listed below is the information required to be reported under applicable provisions of the Appendix B ETS:

1.

Section 5.4.1.1 - Records of Monitoring Requirement Surveys and Samples, Section 5.4.1.2 - Analysis of Environmental Data, and Section 5.4.1.3 - Records of Changes in Survey Procedures.

There were no activities at the plant site in 1986 requiring reporting under these Sections. However, various plant site activities are subject to review by the Company Environmental Procedures. All review documentation is contained in CERG records.

Section 5.4.1.4 - List of Any Special Environmental Studies Related to the Licen.=ed Facility Not Required by the Environmental Technical Specifications.

Crocodile monitoring continued at the Turkey Point Plant site during a.

1986. The monitoring program has shown the presence and dynamic nature of all size classes of animals on the site. Three nests were l

documented during 1986 but only three hatchlings were caught, marked, and released. The other hatchlings dispersed before the nests could be located.

U. S. Nuclear Regulatory Commission L-87-139 Page two One of the three nests was accidentaly disturbed by maintenance-activities in the canal system on June 30, 1986 and eight eggs were

salvaged. One egg out of six hatched and the' animal was released to the system. Two premature hatchlings from the nest did not survive.

The failed eggs and dead hatchlings were saved for heavy. metal, herbicide, pesticide, and PCB onalyses. A dead male crocodile was recovered from the canal system on December 26, 1986. Cause of death was investigated and could not be determined. There were no obvious external wounds.

Section 5.4.1.5 - Records of Any Violations of the Environmental Technical Specification.

No violations of the Appendix B Environmental Technical Specifications occurred during 1986.

Section 5.4.1.6 - Records of Changes As Described in Section 5.4.2.

No changes pursuant to Section 5.4.2 occurred in 1986.
