~Findin As required by Technical Specification 6.8.1, procedures shall be established and implemented.

Procedure QI 12-PR/PSL-4, Revision 3 dated February.-16,

1978, Appendix A requires that when f)easuring and Test Equipment (MlTE) is used, the logbook must be filled out to indicate where the equipment is used.

This procedure further requires that the HSTE used on a safety-related job shall be noted on the appropriate Plant Work Order (PHO).

Contrary to the above, procedure QI 12-PR/PSL-4 was not implerqented in that the safety-related torquing of the closure studs on the Reactot Building Containment Equipment Hatch accomplished on flay 29, 1979, accoI ding to PHO 3997 was completed without logging the required information on the calibrated f18TE torque wrench used on either the PMO or in the MINUTE logbook.

~Res onse He recognize the need for proper controls in this area, and have instructed the appropriate supervisors and inspectors to closely monitor this aspect of logging in the future.

In addition, we have reviewed the administrative method under which torque wrenches are used, and have determined that the overall method itself is satisfactory.

Compliance has been achieved as of the date of this letter.
