Dear Mr. Stello:

Re: St. Lucie Unit 1 Docket No. 50-335 Potential CEA-to-Guide Tube Interaction Combustion Engineering (C-E) recently informed Florida Power 6 Light Company (FPL) of a potential CEA-to-guide-tube interaction that may lead to deterioration of the guide tube at a position corresponding to the long term resident position of the CEA's.

C-E has prepared a generic report to describe the phenomenon and 'has recommended repositioning CEA's about three inches different from their present position to minimize potential guide tube wear at a single location. This will,involve a Technical Specification amendment to support a withdrawal position less than that presently required by certain specifi-cations. The appropriate amendment is being prepared and will be reviewed by our on-site and off-site review groups. We plan to forward the proposed amendment to your office no later than January 4, 1977.

In the interim, we have implemented weekly cycling of CEA's as requested by your staff during a telephone conversation on December 23, 1977. This additional surveillance will remain in effect until we have implemented an approved Technical Specification amendment.

We will keep your staff informed of our progress in this matter.
