Enclosure A L-21-041 Affidavit Pursuant to 10 CFR 2.390 (One Page Follows)

AFFIDAVIT PURSUANT TO 10 CFR 2.390 I, Bryan Strang, Controller of Energy Harbor Corp. (Energy Harbor) do hereby affirm and state:

{ 1) I am authorized to execute this affidavit on behalf of Energy Harbor; (2) Energy Harbor requests that Enclosure B, which is being submitted under separate cover and identified as "Energy Harbor Corp. Unaudited Condensed Consolidated Financial Statements,'1 be withheld from public disclosure under the provisions of 10 CFR 2.390{a)(4}.

(3) Enclosure B contains confidential commercial information, the disclosure of which would adversely affect Energy Harbor.

(4) This information has been held in confidence by Energy Harbor. To the extent that Energy Harbor has shared this information with others, it has done so on a confidential basis.

(5) Energy Harbor customarily keeps such information in confidence, and there is a rational basis for holding such information in confidence. The information is not available from public sources and could not be gathered readily from other publicly available information.

(6) Public disclosure of this information would cause substantial harm to Energy Harbor's business interests because such information has significant commercial value to Energy Harbor and its disclosure could adversely affect Energy Harbor transactions.
