In Reference 1, as supplemented by Reference 2, Florida Power & Light Company (FPL) requested amendments to Subsequent Renewed Facility Operating Licenses (SRFOLs) Nos. DPR-31 and DPR-41 for Turkey Point Nuclear Generating Station, Units 3 and 4 (Turkey Point), respectively. The proposed license amendments revise the Turkey Point licensing basis by incorporating advanced fuel features (e.g.,

AXIOM cladding, ADOPT' fuel pellets, and a PRIME' fuel skeleton), extending Technical Specification (TS) surveillance intervals, modifying TS Allowable Values (AVs) and a Trip Setpoint, and conforming changes to the Updated Final Safety Analysis Report to facilitate a transition to 24-month fuel cycles.

In Reference 3, FPL responded to the NRC staff's requests for additional information (RAls) provided in References 4 and 5. In Attachment 1 to Enclosure 1 of Reference 3, FPL submitted "Westinghouse Non-LOCA Engineering Summary Report for the Turkey Point Units 3 and 4 24-Month Fuel Cycle Transition to Support RAI Responses 2 and 3a through 3d". Included within were references to NRC-approved Westinghouse topical reports that had been previously incorporated into the Turkey Point licensing basis.

Subsequent to the Reference 3 submittal, FPL was asked to specify whether the limitations and conditions (L&C) evaluations for the subject topical reports continue to be met as a result of the revised non-LOCA analyses summarized in Reference 3.

Turkey Point Nuclear Plant Docket Nos. 50-250 and 50-251 L-2024-187 Page 2 of 2 The codes and methods used in the revised non-LOCA analyses summarized in Reference 3 are generally the same as those used in the Extended Power Uprate (EPU) analyses with the exception of the transition to Westinghouse Performance Analysis and Design Model (PAD5) and the three-dimensional rod ejection (3DRE) analysis methodologies. Following a comprehensive review, FPL can affirm that the L&Cs for the topical reports referenced in the revised non-LOCA Summary Report of Reference 3 continue to be met, as applicable, with the only substantive change being the PAD5 and 3DRE applications. The enclosure to this letter identifies the latest NRC correspondence authorizing the use of the subject topical reports, where applicable, along with a statement summarizing the L&C evaluation status.

The information within this supplement provides additional information that clarifies the application, does not expand the scope of the application as originally noticed, and should not change the NRC staff's originally proposed notice of determination of no significant hazards as published in the Federal Register.

This letter contains no new or revised regulatory commitments.
