St. Lucie Unit 2 Docket No. 50-389 Renewed Facility Operating License NPF-16 Withdrawal of License Amendment Request Change to P /T Limit Curve and LTOP Period of Applicability

2. FPL letter L-2916-227 dated December 22, 2016, "License Amendment Request Change to P /T Limit Cu1ve and LTOP Period of Applicability."

In Reference 1, FPL submitted the results of the reactor vessel smveillance capsule 97 degree smveillance as required by 10 CFR 50, Appendix H. As stated in that submittal, the current Technical Specification Pressure/Temperature (P /T) limit cu1ves and Low Temperature Overpressure Protection (LTOP) analyses remain conservative and valid up to 31.98 effective full power years (EFPY) of operation. In Reference 2, FPL submitted a license amendment request to update the current P /T limit curves and LTOP setpoints with the revised applicability period of 31.98 EFPY.

Based upon subsequent discussion with staff, FPL hereby withdraws the license amendment. The current Technical Specification P /T limit cmves and LTOP setpoints will not require revision until 31 .98 EFPY.

The new Technical Specification P /T limit cmves and LTOP setpoints will be submitted for NRC review and approval prior to the end of 31. 98 EFPY. The current cmves and setpoints are applicable until approximately May 2021, and FPL is targeting early 2020 for the Technical Specification submittal.
