Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendment Withdrawal Reactor Protection System Technical Specification Changes By letter dated March 22, 2005 (FPL Letter L-2005-006), Florida Power & Light Company (FPL) requested to amend Facility Operating Licenses DPR-31 and DPR-41 for Turkey Point Units 3 and 4 respectively. The proposed amendments would revise the Turkey Point Units 3 and 4 Technical Specifications for several Reactor Protection System functional units as described below:
- The steam/feedwater flow mismatch coincident with steam generator water level-low reactor trip was to be deleted.
- The reactor trip on turbine trip interlock was to be changed from P-7 to P-8.
- The value of the P-8 interlock setpoint was to be changed from 45% rated thermal power (RTP) to 40% RTP.
It was indicated that FPL planned to implement these changes at the start of Operating Cycle 22 for Unit 3 (Spring 2006) and at the start of Operating Cycle 23 for Unit 4 (Fall 2006).
Subsequently, the schedule for implementing these Feedwater System and Reactor Protection System (RPS) changes has been deferred to future dates. Based on conversations with the NRC staff, FPL requests that the proposed license amendments, changing the Technical Specifications relating to the stearn/feedwater flow mismatch reactor trip and the reactor trip on turbine trip permissive from P-7 to P-8 be withdrawn. The subject proposed license amendments will be resubmitted in their entirety, once the new project schedule has been confirmed. Please contact Mr. Walter J.
