NRC BULLETIN 2003-04: Rebaselining of Data in the Nuclear Materials Management and Safeguards System (NMMSS)

Ladies and Gentlemen:

This letter is the FirstEnergy Nuclear Operating Company (FENOC) response to NRC Bulletin 2003-04 issued on October 8, 2003. We submitted a request to the NMMSS contractor on December 2, 2003, to confirm our compliance with this bulletin using our most recent Material Status Report (MSR) submittals. The NMMSS contractor acknowledged receipt of our request and that it is now in processing.

The following table represents the information required to process our 2003 MSR submittals for quantities of Special Nuclear Material (SNM) and foreign obligated source material as stated in items (ii) (a) and (b) under Purpose in the Bulletin.

FENOC will coordinate with NMMSS staff, the resolution of any discrepancies that become evident, based on a comparison of the results of this one-time reporting, represented by our 2003 MSR submittals, and previously existing licensee nuclear material balances as stated in item (iv) under Purpose in the Bulletin.

There are no new regulatory commitments contained in this submittal. If there are any questions concerning this matter, please contact Ms. Tommilea H. Giegel, Senior Engineer, Nuclear Fuel at 724-682-5236.
