Proposed Change to Technical Specifications to Revise the Allowable Value for Reactor Water Cleanup (RWCU) System Primary Containment Isolation (ML19248B085) dated September 5, 2019 By letter dated September 5, 2019, (Reference 1) and supplemented by letters dated November 6, 2019, February 21, 2020, and March 31, 2020, Exelon Generation Company, LLC (Exelon) requested a change to the James A. FitzPatrick (JAF)
Technical Specifications (TS) in accordance with 10 CFR 50.90. The proposed amendment request would have revised the TS Allowable Value for Reactor Water Clean Up (RWCU) isolation on low Reactor Pressure Vessel (RPV) water level from Level 3 (>177 inches) to Level 2 (>107 inches).
Due to COVID-19 concerns and to minimize the amount of personnel on site, Exelon elected to reduce the scope of the upcoming refueling outage (RFO). As a result of this decision, the planned setpoint modification needed in support of this License Amendment Request (LAR) is being delayed until the next scheduled RFO. Consequently, Exelon is withdrawing this LAR.
In accordance with 10 CFR 50.91, "Notice for public comment; State consultation,"
paragraph (b), Exelon will notify the State of New York of this withdrawal by transmitting a copy of this letter to the designated State Official.
