NOTICE OF VIOLATION Commonwealth Edison Company Licenses No. NPF-11; No. NPF-18 As a result of the inspection conducted on October 14 through November 5, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1987), the following violation was identified:
Technical Specifications 6.2.A.1 requires that detailed written procedures including applicable checkoff lists be prepared, approved, and adhered to for procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1987.
Section 4(t) of Appendix A requires procedures for startup, operation, and shutdown of radwaste building heating and ventilation systems.
Contrary to the above, adequate procedures for operation and shutdown of the radwaste building heating and ventilation systems were not available.
This is a Severity Level IV violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
