Subject: NRC Region I Inspection Report No. 50-29/88-09

This refers . to the routine resident safety inspection condur.ted by

Mr. H. Eichenholz and Mrs. C. Carpenter of this office on April 1 -

- May 31,1988 at the Yankee Nuclear Power Station, Rowe, Massachusetts. The

inspection consisted of observations of activities, interviews with personnel,

independent measurements and document reviews. The results of the inspection

are described in the NRC Region I Inspection Report enclosed with this letter

and were discussed with Mr. N. St. Laurent of your staff at the conclusion of

the inspection.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. The violation, which

concerns the failure to maintain written meeting minutes for the Plant Opera-

tion Review Committee in accordance with Technical Specification 6.5.1.8

requirements, has been categorized by severity level in accordance with the

, "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR

Part 2, Appendix C (Enforcement Policy). We note that immediate corrective

actions and actions to preclude recurrence were both timely and adequate, and

therefore, you are not required to respond to this letter.
