Independent Inspection Effort The inspectors examined construction activities of Plants A and B to observe work in progress and to inspect the general state of cleanliness and housekeeping. The inspectors observed work activities

in the batch plant and concrete laboratory. Preparations were being (. , made for a base mat concrete pour in Unit I of Plant B.

The inspectors also examined activities in the receiving warehous The inspectors noted a problem in warehouse receiving practices in the area of segregation of rejected and nonconforming items. Caged areas were available for use in segregating rejected material but the areas were not being utilized in all cases. Areas were not marked to reflect the inspection status of material and warehouse personnel appeared unaware of procedure requirements. In reviewing applicable procedures on segregating of nonconforming material, procedures were not clear as to proper warehouse segregation practice TVA personnel indicated that an unissued procedure CEP 14.01 might clarify requirements in the warehouse receiving area. The area of warehouse receiving practices was identified to the licensee as Unresolved Item 518/519/520/521/78-13-0 ,s No items of noncompliancs or deviations were identifie (; _ Principal Inspector Turnover The inspectors met with TVA management and informed them that the Principal Inspector responsibilities for the Hartsville Nuclear Plants A and B were being transferred to T. E. Burdette of Region I . Exit Interview The inspectors met with licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on October 11, 197 The inspectors summarized the scope and findings of the inspectio The unresolved item described in paragraph 4 was discussed in detail .
