Rll Report Nos. 50-518/78-10, 50-519/78-10, 50-520/78-10 and 50-521/78-10 I-2 Containment (Structural Concrete I) - Observation of Work and Work Activities, Units A-1, A-2 and B-1 Prior to the start of the A-1 placement, the following site procedures were examined: C. F. Braun and Company Specification 300-01, " Concrete TVA STRIDE, " Revision 5; Control Instruction C-201, Concrete Placement, Revision 4; C-207 Reinforcement Steel Placement, Revision 1; Construc-tion Engineering Procedure 9.02, Concrete Placement Control, Revision 2; and C-401, RIS&PM Concrete Materials Cadweld Shines. In addition, the condition of the hoppers, test equipment, pumps, forms and other equipment, pumps, was examined and found acceptable. Ample crews were available for the placement and were equipped with the proper vibrators and chutes. 1be concrete mixing, transportation, and holding time prior to placement was within specificatien. The inspector observed that during placement the free fall of the concrete was approximately ten feet. The licensee was cautioned that although this was within specification close observation is needed by the TVA QC personnel to insure that it is not exceeded since they are already on the high side of the limi In addition the vibrator crews were prone to leave the vibrators in one spot the maximum allowable time. The licensee was cautioned that this required close surveillance by QC personnel to insure that the vibrator crews do not exceed time limitation No items of noncompliance or deviations were identifie . Licensee Identified Items Prior to this inspection, the licensee identified the following items under the terms of 10 CFR 50.55(e):

RII Report Nos. 50-518/78-10, 50-519/78-10, 50-520/78-10 and 50-521/78-10 I-3 nor are they part of any equipment on order for the Hartsville Nuclear Plants A and RII has no further questions regarding this matte (Closed) IEB 78-06, " Defective Cutler Hammer, Type M Relays With DC Coils" TVA advised by their letter of July 31, 1978, that TVA does not now use or plan to use the subject coils in the Hartsville plant RII has no further questions regarding this matte . Exit Interview A management interview was held with Mr. R. T. Hathcote, Project Manager, at the conclusion of the inspection. He was appraised of the scope and findings of the inspection which included: record storage, structural concrete pours, embedded condiit, sump liners and review of QAU audits.
