Licensee Action on Previous Inspector Follow-up Items a.
(Closed) Follow-up Item (50-508/81-08/23) - Lack of Detail in Contract 265 Welding Procedure The inspector had identified that the contractor's welding procedure for all AWS prequalified' joints was written such that intimate knowledge of the AWS Code requirements would be required of the welder and-weld surveillance inspector.
In addition, an incorrect material specification was listed in conjunction with E-7018 weld filler material.
The subject structural' welding procedure has been revised to provide procedure specifications which clearly define the welding variables. The incorrect material specification has been deleted from the procedure. This item is considered closed.

Review of Quality Assurance Implementing Procedures The inspector reviewed the following contractor procedures against the requirements of the ASME Code, PSAR, industry standards, and applicable contract specifications:

The inspector also examined provisions for temporary support of the escape lock during welding and control of access and cleanliness.
No items of noncompliance or deviations were identified.

Review of Records The inspector reviewed records associated with installation of the escape lock. The records reviewed included welder qualifi-cations, record drawings, daily work card checks, filler metal distribution records, shop release for shipment, material heat number sheet, Ebasco vendor quality assurance release for shipment, and Ebasco vendor quality assurance reports on the shop overload and leak tests.
Records were completed in accordance with the Chicago Bridge and Iron quality assurance manual.

Review of Quality Assurance Implementing Procedures The inspector reviewed the following contractor work pro-cedures associated with structural steel erection.and non-destructive examination. The procedures were reviewed for compliance with the requirements of the PSAR, the AWS Structural Welding Code, appropriate ANSI standards, and ASME Section V.

Review of Records The inspector examined the qualification test records _and qualification checklists for five welders who had performed welding on structural steel discussed in paragraph 6(b). The inspector verified proper qualification for the positions and processes used in accordance with the AWS Structural Welding Code. The inspector also examined the contractor's method for ensuring that qualifications are maintained current. The inspector examined the qualifications of the Level II (liquid penetrant) examiner discussed in paragraph 6(b) for compliance with the requirements of ANST-TC-IA (1975).
