~Date Signed SUMMARY Inspection on March 3-5, 1980 Areas Inspected This routine, unannounced inspection involved 14 inspector-hours on site in the areas of structural concrete QA/QC controls, structural steel and supports QA/QC controls and quality records, settlement monitoring program for safety-related structures, and licensee action on previous inspection findings.

Results Of the four areas inspected, no items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on March 5, 1980 with those persons indicated in Paragraph I above.

3.

Licensee Action on Previous Inspection Findings (Closed) Noncompliance 491/79-14-01, 492/79-14-01, and 493/79-14-01:

a.

Improper curing of concrete cylinders in the concrete laboratory. The inspector examined the curing room in the concrete laboratory. Addition-al fog spray nozzles have been installed to insure that all areas of

the curing room are kept moist.

In addition, laboratory personnel check the spray nozzles daily to verify they are functioning properly.

The inspector reviewed the results of unconfined compression tests performed on cylinders from pour numbers 691 through 696 (this non-compliance was issued for failure to properly cure these cylinders).

The test results met the design requirements. This item is closed.

b.

(Closed) Noncompliance 491/79-20-01, 492/79-20-01, and 493/79-20-01:

Sampling and testing of concrete aggregate. The inspector reviewed

'

NCI 1119 which was written by the licensee to document and resolve the i

missing tests. This NCI was closed out after test results from aggre-i gate sampled on November 28, 1979 complied with the specification requirement. The inspector examined the computerized " Tickler" system which will notify QA/QC personnel when periodic testing of concrete materials is required. This item is closed.

Settlement survey monitoring program for safety related structures.

Examination of the settlement survey program disclosed the following unre-solved item: PSAR commitments require the licensee to perform settlement monitoring of safety-related structures by use of precise survey methods throughout and following construction. The inspector reviewed field books containing the results of settlement surveys performed on the NSW pump structure and the NSW intake structure. The inspector interviewed the layout personnel performing the surveys concerning survey techniques, type survey equipment used for the surveys, and errors of closure in the survey loops. These interviews and review of the field books disclosed that the records of the survey loop closures are not being maintained by the licensee as quality records though the records may be available in personnel notebooks kept by the layout personnel performing the surveys. The survey loop closure records provide verification that precise survey methods were employed in the settlement survey.

In addition, discussions with responsible engineers disclosed that settlement surveys have not been initiated on the reactor and auxiliary buidlings. The licensee's intent is to install settlement monuments on these structures when construction is up to yard grade elevation. These apparent conflicts with PSAR commitments were identified to the licensee as Unresolved Item 491/80-03-01, 492/80-03-01, and 493/80-03-01, " Settlement monitoring program", pending further evaluation by NRC.

No deviations or items of noncompliance were identified, l

The inspector performed a follow-up inspection of QA-QC controls for contain-ment structural concrete.
