Construction Status Licensee representatives reported that as of July 1,1980. construction of UNP-1 was 41.6% complete, and WN?-4 was 17.0% complete. Construction progress was limited for the past seven weeks because of a labor strike.

Site Tour Upon arrival at the site the inspectors toured the WNP-1 and 4 plant areas to observe completed work, equipment storage and housekeeping.

Licensee Action on Previous Insoection Findinos a.
(Closed) Ooen Item (50-460/79-14/04):
Delta ferrite checks on orocuction welds I.E. Inspection Report flo. 50 460/80-02 documented the licensee's comitment to revise J. A. Jones purchase order number 1-024-391 to require delta ferrite determinations in a;cordance with legulatory Guide 1.31, Revision 3.
On March 13, 1980 the purchase order wu revised to reflect the above requirements. These requirements have been implemented for previous purchases. The inspector has no further questions.

(Ocen) Ooen Item (50-460/79-14/05): Adecuacy of Welder Trainino Inadequacies in the J. A. Jones welder training and indoctrination program vare identified in the areas of interpass temperature control and piping system cleanliness (see I.E. Inspection Report flo. 50-450/80-02).
Because of the labor strike, the inspector was unable to verify if welders were given adequate instructions on use of temperature indicating crayons for measuring interpass temperatures. Also, the need to address cleanliness of piping systems in the weldar indoctrination sessions had not been examined by the contractor.
At the exit interview licensee management stated that they would emchasize the importance of resolving this item with J. A. Jones.
This item will remain open and will be examined during a subsequent inspection.

(Ocen) fioncomoliance (50-460/513/79-02/08): Contractor's drawings for the installation of the diesel cenerators were not posted with WPPSS ouality class designation The licensee's action in response to the item of noncompliance was reported to the f(RC by WPPSS letter G01-79-297 of May 9,1979 and was previously discussed in IE Inspection Report tios. 50-460/79-02, 79-07, and 80-06.
Examination of the centractor drawings during the current inspection indicated that all ten drawings had been resubmitted by the contractor with the WPPSS quality class designation on them.
This item will remain open pending review of additional supplier drawings during a subsequent flRC inspection.

The reply indicated instructions had been issued to all field superintendents, craft general foremen and foremen emphasizing the importance of observing all hold points and that craft training courses had been improved to stress the need for the craft to recognize and honor all inspection hold points.

use of " Request for Information" (KFI) forms for documenting nonconfonning conditions and directing accomolishment of work A review of licensee interoffice memorandum No. 0A-1/4-80-196 indicated that the RFI's questioned by the inspector (see I.E.
Inspection Report No. 50-460/80-05) had been reviewed and noncon-formance reports issued for those cases where the licensee felt nonconforming conditions had been identified but not properly documented. Additionally, the licensee reviewed (SR/CNR No. 269)
all RFI's issued by the contractor in 1980 to verify that noncon-
'
formances weren't being resolved without issuance of CNCR's and/or that technical direction wasn't given to the contractor without a -
FCN being issued. The licensee reported that all RFI's were found to be properly dispositioned.
This item will remain open pending further examination during subsequent NRC inspections of the licensee's findings as well as evaluation of whether a problem existed prior to 1980.

(Closed) Unresolved Item (50-460/79-14/03): Weldolet appears to be attached to piping with insufficient weldment During th? last inspection (see IE Inspection Report No. 50-460/80-06)
the inspector expressed a number of concerns about the licensee's disposition of this item. On this inspection the inspector was provided with the manufacturer's standard which depicts the proper installation, welding and weld reinforcement of typical weldolets.
The weldment for the weldolet in question was insufficient and was repaired. Two surveillance reports (SR/CNR Nos. 623 and 890)
were reviewed which indicated that 97 pipe spools in the pipe laydown storage yard and 18 pipe spools installed in the Unit 1 General Services Building were examined for weldolets with similar welding defects.
No weld deficiencies were identified. The licensee also reported that corrective actions had been taken at the vendor's shop (P. F. Shaw). The inspector had no further questions on this i
subject. The weldolet weldment problem does not appear to be generic.

(Closed) Unresolved Item (50-460/80-06/03): Reportability of welding defects in the diesel generator piping In I.E. Inspection Report tio. 50-460/80-06 the inspector expressed concern about the reportability of the welding deficiencies in the diesel generator piping with respect to 10 CFR 50.55(e) requirements.
During the current inspection the inspector reviewed interoffice memorandum flo. 0A-1/4-79/266, dated May 15, 1979, which indicated that the licensee had addressed the reportability aspect of this not reportable under 10 CFR 50.55(e) piping deficiencies were subject and had determined that the The licensee's conclusion

was that it was highly unlikely that the defects could' adversely affect the safety of operation had they remained uncorrected. The licensee complied with the requirements of the regulation 10 CFR 50.55(e). This item is.:losed.

(Ocen) 50.55(e) Item (50-460/80-02/02): Defective spot welds on A 1262 Superstrut material This item was first reported to the flRC in an iriterim report-dated flovember 30, 1979. However, as documented in IE Inspection Report flos. 50-460/80-01 and 80-02, substantive changes to the initial licensee response and program have transpired. An updated interim or final report is to be issued.
This iten is open pending review of the final report.

(0 pen) Unresolved Item (50-460/80-06/04): Diesel generator receiot, installation, and vendor data record problems Installation Records Theinspectorreviewedcontractornonconformacereport(Cf!CR)
flo. 1 -C!!CR-257-372 documenting the retorquing of the diesel generator hold down bolts. This CflCR indicated that the same uncalibrated torque multiplier (Serial flo. E) had been used in the retorquing operation. Discussions with the licensee indicated that there is a question as to whether the torque multiplier. can be or needs to be calibrated. Also, inspection report flo. 908 indicating OC observance of the retorquing operation for Engine flo. 75084 was reviewed. The inspection report for Engine 75085 could not be located by the contractor (J. A. Jones). The licensee committed to investigate these matters and resolve them prior to the next inspection.
Receipt and Vendor Data Reports On May 12,1980 licensee representatives decided that due to the extent of the problems with diesel generator re,ords, the deficien-cies could best be resolved at the Delaval fa.;111 ties in Oakland,

-5-California. On May 19,1920 all QA records for the Unit 1 diesel generators were taken to Delaval cnd a 100% review of all code data piping records was perfomed. Upon completion it was decided that new data packages would be prepare! and sent to the State of California for concurrence by their AflI. This item is open pending review of that corrected documentation.
5.
Reactor Coolant Loco Pioine The inspector examined the three J. A. Jones Welding Procedure Specifications (WPS) approved for welding reactor coolant loop piping.
The WPS's were examined in order to detemine if the WPS's, (a) are in confomance with J. A. Jones' procedure (P0P-N-300W, Rev. 2)
for preparation, approval / certification, distribution and revision of the WPS, (b) define all essential, supplementary essential and nonessential variables in accordance with applicable editions of ASME Section III and IX,(c) cualified in accordance with ASME Section IX, and (d)
supporting Procedure Qualification Records (POR) are adequate.
The inspector examined supporting PQR's to detemine whether each PQR lists the essential variables for the specific welding process covered and whether the ranges of these variables (volts, amps, etc.)
are consistent with those pemitted by the WPS. The PQR's were also examined for proper documentation of all mechanical test required by ASME Section III and IX, and certification of the mechanical test results to ASME requirements.
The inspector also examined the WPS's for compliance to Regulatory Guides comitted to in the PSAR. The following WPS's and PQR's were examined:

6.
Exit Interview The inspectors met with the licensee representatives, denoted in paracraph 1, at the conclusion of the inspection on July 18, 1980. The scope of the inspection and the inspector's observations and findings were discussed.
