Areas Inspected:

Routine, unannounced environmental protection inspection for both units, including preoperational environmental monitoring; review of onsite meteorological monitoring program; implementation of the environmental protection program for onsite construction; examination of licensee program for quality control of analytical measurements of groundwater ramples from site monitoring wells.

The inspection involved 21 inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Preoperational Environmental Monitoring The inspector examined licensee preoperational environmental reports and activities. The third annual preoperational terrestrial ecologi-cal and aquatic monitoring reports were examined and found to be in compliance with Construction Permit requirements.

All necessary aquatic and terrestrial parameters and sampling frequencies were included in the program. The required terrestrial infrared aerfal scanning program was implemented during May 1977.

Summaries of both monitoring reports indicated that no adverse effects on the aquatic or terrestrial ecology due to plant construction or dewater-ing operations were evident.

Birdkill survcy records were examined for CY 1978 and indicated that no birds were killed fess the presence of containment, cooling tower, or meteorological structures. At this time, cooling tower construction was approximately 15% complete.

No items of noncompliance or deviations were identified.

Onsite Meteorological Program The preoperational meteorological program is being performed in accordance with the Construction Permit and Section 6.1.2 of the Final Environmental Statement. The inspector reviewed the semiannual (July 1977 - October 1978) meteorological report and observed that all required parameters are being measured and documented. The inspector reviewed weekly meteorological opera-tional records and also reviewed data recovery and equipment status reports for the period from October 1977 through October 1978.

Onsite Environmental Protection Program The onsite environmental protection monitoring records were examined for the period from October 1977 through October 1978.

The daily requirements inspected were:

road dust controls, onsite sewage disposal, non-radiological

..d chemical trash disposal, archeological posting, and equipment laydown areas. All parameters inspected were found to be in compliance with construction permit requirements. The dewatering observation well cecords were also examined and showed no variations from base line data.

Groundwater in observation wells was being monitored for both quality and water level. While examining records of these measurements, the inspector noted that the licensee had not established a formal

" action" guide list to identify any harmful effects in the ground-water. The inspector stated thatr according to the Environmental Statement, Section 4.5.2.4, the licensee is required to take remedial action to protect offsite groundwater users if detrimental changes are detected. This was discussed with the licensee at the exit interview.

Construction Site Tour At the beginning of the inspection, the inspector conducted a tour of the construction site facilities to determine if the onsite environmental protection programs were being implemented.

It appeared from the inspector's observation that licensee preoperational environmental commitments were being conducted in accordance with the Construction Permits.

Areas inspected during the tour included the river screenhouse structure, archeological posting, sewage treatment facility, equipment laydown area, existing transmission corridor, cooling water intake and discharge corridor and inside and outside containment structure areas.

No items of noncompliance or deviations were identified.

Licensee Program for Quality Assurance in Environmental Monitoring a.

Licensee Internal Audits During this inspection, the inspector reviewed licensee QA audita c# Espey, Huston and Associates, the licensee's prP ; < contractor for aquatic and terrestrial monitoring.

and observation of field and in-house measurements. The audit identified deficiencies which have been corrected.

Some deficiencies have not been corrected; however, corrective action has been initiated to resolve these items. These corrective actions will be examined by the inspector during a future inspection.

Licensee Program for Quality Control of Analytical Measurements During the inspection, the inspector examined the licensee Operational Analysis Department (OAD) laboratory located in Maywood, Illinois. The inspector reviewed selected licensee procedures and records relating to nonradiological analysis of site groundwater.

Procedures reviewed covered analysis for boron, chloride, calcium, total hardness, alkalinity, cyanide, pH, sulfates, manganese, total dissolved solids, total suspended solids, and oil and grease. All procedures noted above were current (most having been revised during CY 78) and were deemed technically adequate.

The inspector toured the licensee's chemistry laboratory and observed that all laboratory instruments appeared to be functional, calibration stickers current, and calibration curves up-to-date.

No technical weaknesses were observed.

No items of noncompliance or deviations were identified.

Quality Control of Laboratory Personnel The licensee has established a formal program for checking the quality of analytical measurements of these observation well samples.

Currently, QC checks of these measurements are being conducted. QC results for CY 78 were reviewed by the inspector. All QC standard solutions are traceable to EPA prepared standards.

d.

Training of Chemistry Laboratory Personnel Currently, the licensee trains chemistry personnel on-the-job.

Such training includes supervisor observation of analytical measurtments. The licensee has established a formal training program requiring chemistry personnel to perform selected analytical measurements. These training records were reviewed by the inspector. Rigorous accep. nce criteria have been established to determine if a plant chenist is properly trained.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of appropriate inspections on December 12, 19, 1978 and January 3, 1979. The inspector summarized the scope and findings of the inspection. The licensee agreed to establish a formal " action" guide list to identify any harmful effects in the groundwater located in the near vicinity of the site. The licensee further stated that this guide list will be developed from the standards set forth by the Illinois Pollution Control Board, Rules and Regulations, Section 203 and 204.

For those parameters not covered in this standard, the licensee agreed to compare those parameters with baseline measurements.
