Licensee Action on Previous Inspection Findings (Closed) Followup Item- (454/77-04 ; 455/77-04).
Clarification of require-ments for inspection of cable support welds. The previous IE-RIII Report (77-04) discussed unclear requirements for inspection of cable support welds, and referenced S 6 L Standard Form 1710E.
During this inspection, the inspector determined that Form 1710E was deleted from Hatfield Specification F/L-2790 by S & L letter to CECO (BBHE-219) dated August'23, 1977.
In lieu of Form 1710E, S & L Standard STD-EE-702, Revision 5, dated February 14, 1978, which is now part of Hatfield Specification F/L-2790, states in Section 2.4 that welding procedures, procedure qualifications, and welder qualifications shall be in accordance with AWS D1.1 or ASME Section IX.
In addition, Hatfield Procedure No. 13N, Revision 0, Issue 2, dated August 24, 1977, in Section 3.1 references AWS D1.1-75, Section 6.6; and in Section 5.3 provides acceptance criteria extracted from AWS Dl.1-75, Section 8.15.1.
This item is closed.
(Closed) Noncompliance (50-454/78-05-01; 50-455/78-05-01).
Corrosion on installed prestressing trumplets and bearing plates.
The previous
,
IE-RIII Report (78-05) noted that corrosion had accumulated on in-stalled trumplets and bearing plates in the Unit 1 and 2 tendon galleries. During this inspection, the inspector observed the present condition of the trumplets and bearing plates in the Unit 1 and 2 tendon galleries. All of the trumplets and bearing plates had been cleaned and recoated with preservative. The licensee stated that the preservative coating will be maintained until just prior to tendon installation at which time the surfaces of the bearing plates and trumplets will be reeleaned.
This item is considered to be rer, olved.

(Closed) Unresolved Item (454/78-06-02; 455/78-06-02).
Secondary shield wall embedments. The previous RIII report noted that a Sonoscope exami-nation had been made of the Unit 2 seconoary shield wall in the area of recessed embedments. During this inspection, the inspector reviewed the letter from Wiss, Janney and Elstner Associates to S & L, dated August 15, 1978, which transmitted the results of the Sonoscope exami-nation and concluded that the pulse velocities measured both through and near the steel embedments were indicative of sound concrete.
The inspector also reviewed S & L letter to CECO, dated September 18, 1978, which discusses the results of drilling a test hole through one of the embedments to verify concrete soundness, and which concludes, based on the results of the test hole and the Sonoscope examination results, that the concrete behind the recessed embedments is sound.
This item is considered to be resolved.
Other Inspection Areas a
Site Tour An extensive site tour was conducted to monitor the progress of site construction activities and included observation of work activities and equipment status in the Unit 1 and 2 reactor containments, the fuel handling building, the auxiliary building, the storage and laydown areas for the reactor pressure vessels and safety-related piping, and the river screen house.
It was noted that the four steam generators and the pressurizer for Unit I had been set in the containment vessel preparatory to set of the reactor vessel, which is scheduled to take place during the week of October 9, 1978.
During inspection of the Unit 1 and 2 containment building tecdon galleries, the inspector observed seepage of water into each of the two tendon galleries, with the worst seepage taking place near the 270 azimuth of the Unit 1 gallery. During subsequent discussions
,
with the licensee, the inspector determined that CECO has requested S 6 L to investigate one of the cracks in the Unit 2 tendon gallery wall, that concrete cores have been taken through the center of that crack, and that S & L is developing a recommended repair procedure.
The inspector notified the licensee that this will be considered an unresolved item pending determination of repair requirements for the cracks in both tendon galleries (454/78-08-01; 455/78-08-01).
No items of noncompliance or deviations were identified.
Unresolved Items l
Unresolved items are matters about which more information is required to determine whether they are acceptable items, items of noncompliance, or deviations.
An unresolved item disclosed during the inspection is discussed in the Other Inspection Areas section of the report.
